It's someone that's been subscribed since the very beginning, with uninterrupted service. Basically they had their subscription back when the Adventure Paths first started with Rise of the Runelords's original release, and have maintained that subscription uninterrupted since.
Being a Charter Subscriber in other things such as Setting or Minis is a separate title as well.

We currently have two types of superscriber: Paizo Superscribers and Pathfinder Roleplaying Game Superscribers. (Superscribers with charter AP subscriptions are listed as Paizo Charter Superscribers or Pathfinder Roleplaying Game Charter Superscribers, but other than Charter status, they’re equivalent.)
Licensed products (meaning Dynamite comics and WizKids minis) are not required for either superscriber status.
Paizo Superscribers have every Paizo subscription:
•AP
•Campaign Setting
•Modules
•Player Companion
•RPG
•Pawns
•Maps
•Cards
•Card Game
•Tales
The Pathfinder Roleplaying Game Superscriber tag is currently doing something unexpected, and almost certainly needs an adjustment. We'll get back to you on that.

I was a charter, then I lost my job and the subscription had to go for a few years. It's a shame really because I had started with Dragon back in 1985. I hate breaking streaks.
I would pay my mortgage, electric and phone bills late before I would lose that Charter tag.
I'm not saying I have I'm just saying I would.
(not that I'm necessarily saying I haven't, either :)

Time for some thread necromancy... Who's still left of us, 8 years later?
And what is this "Pathfinder Companion" tag?
It is a PF1 subscription line that was canceled when it was combined with the Pathfinder Campaign Setting line to make the Lost Omens line for PF2. I see that I still have the tag for that subscription, as I remained subscribed to it until the end. The Pathfinder Companion line combined lore and rules options in a way that was primarily of interest to players, as opposed to the Campaign Setting line that was primarily of interest to GMs. That line blurred towards the end.
And I am not a charter member (as I initially went with D&D 4E and only loosely followed PF1 initially), but by a fluke I got an additional form of Paizo advantage when I subscribed to the Adventure Path line to get the final two volumes of the last PF1 AP. That meant that I got rolled over to the Legacy version of Paizo Advantage, although I have never had to rely solely on that version of it.

Well, I'm also still here even when I lost my charter tag quite some time ago, when I had to pause my subscription for financial reasons. And in the meantime, international shipping costs have unluckily become so insanely high that it just doesn't make any sense to resubscribe.
Basically, buying the pdf here at Paizo and the book over at amazon separately is still cheaper than subscribing.

I think "Charter" is a modifier to "Superscriber". I apparently have enough Pathfinder subscriptions to qualify as a Pathfinder Superscriber, but I am not a Charter Superscriber because I didn't start up enough subscriptions (indeed, any subscriptions) when PF1 first came out.
I think Starfinder may have had a Superscriber status at one point, but that seems to have gone away as best I can tell, probably when they revamped the Paizo advantage system for Starfinder subscriptions. If it did, then I probably would have lost my Charter status when I canceled the Accessories subscription.

"Charter" was a tag you got for subscribing to the Pathfinder line when all we knew about it was that there will be a Pathfinder line. Basically it was a reward for putting your trust and your money into a new and unknown product at a time Paizo needed it most.
edit: Also I think to remember that you had to pre-subscribe to the Adventure Path line specifically. But I might be wrong about that.
