You have to have the feature before you can qualify for any feats that require the feature.

Just because you will have a Magus Arcana at 3rd level, doesn't mean you can take Extra Arcana (that requires you have the Magus Arcana ability) at first level.

Since Barbarian doesn't get the feature "Rage Power" until 2nd level, he can't take the feat Extra Rage power until 2nd level.

This also affects Archetypes that postpone when they get their first "thing". Like the Magus example, if they were a Bladebound Magus, they don't get Magus Arcana until 6th level since they gave up the feature gained at 3rd level for the Black Blade, so they can't take Extra Arcana until 6th level.

Bloodrage counts as Rage. What it doesn't count as is Rage Powers, which is a separate class feature from Rage.

rage is not rage power they are two separate class features

What everyone else said, rage powers are there own power. A barbarian can't take them before level 2, which is when he recieves the rage power class feature. The earliest he could take extra rage power would be at barbarian 2, though you don't get a feat at character level 2 so you would wait till third level.

As for the bloodrager, bloodrage counts as rage. The base bloodrager never gets rage powers. The primalist archetype says you don't qualify for extra rage powers feat.
