As there have been a few comments about spells, here's how it works. A spell used in construction which provides the same effect from the item is spell in a can.
Nowhere do the rules tell you that it must do so. The idea is to utilise an interesting aspect of a spell in a unique way.
Lets see, a simple example....
A fly spell. Your cloak splits into butterfly wins as the power of flight fills them like a newly hatched butterfly. You can fly perfectly with a fly speed of...
That is spell in a can. Now, what if instead...
Your cloak splits into butterfly wings, catching the air beneath them as they spread allowing you to glide safely down from any fall in excess of 60 feet.
The spell effect is subtely altered in the construction in the same way that flour becomes cake... Does that help?

I have confidence it's still there, it's on the item list, I just havent seen it myself... Last year, I didn't see mine until after the cull, so no major concerns yet.

My first legitimately difficult decision.
On the one hand:
You are pretty cool and interesting, but you can't just go and change how staves work. Honesty, I wonder if you're even aware that it is a change, based on the casual way you state it.
On the other:
A ring that's great conceptually for an atypical Pathfinder game, but whose actual effects are suspect, as I don't think there would typically be enough socialites of the necessary level to make this matter.

That is eerily similar to one of my earlier brainstorming items. I'm really glad I didn't submit that, because now we can both worry less about accidental cliches making things harder on ourselves.
That being said: Great job! You made that idea work better than I did. I hope you make it to the top. You've certainly got my vote.

Well, voting for yourself is verboten in a lot of settings. It's a reasonable concern if you haven't seen the guidance that you can vote for yourself.

Yeah, I'm seeing a lot of my brainstorming ideas come by. In fact, the only test idea that I haven't seen is a hookshot. And there are a couple staves that come close.

That's still a SIAC, just now with a different spell, feather fall.

Aha! My item has been seen, and I can identify probable good and bad feedback. That trifecta complete, I await the Cull.
Quick challenge for all you voters out there: vote as often post-Cull as you do pre-Cull. Getting to vote more often between items of similar quality is what will create that final top 100 list.
(And yes, the Cull should always be capitalized. Is there a more terrifying moment of the competition then the frantic search for your item afterwards?)

Okay, so I've read the item through twice. I'm confident that I completely understand what the item lets its owner do.
Now could someone please tell me why I would ever want to do that!!?! I know you can't, because I can't tell you what item I'm reading, but please people, if your item in any way involves combat tactics, it should not be this hard to figure out why I'd want to do it.
Maybe I'm just brain dead from voting fatigue.
