Since this armor (as well as the Haramaki) has no Armor Check Penalty, Spell Failure chance, Dex bonus limitation, or speed penalty, can my Sorcerer wear it without penalty, even without proficiency? I realize the armor bonus is less than Mage Armor or what Bracers of Armor could eventually provide, but it might be useful for the other types of magic armor bonuses.

Well technically he would take penalties, it just so happens the penalty is 0. Keep in mind bracers will prevent other items that grant armour bonuses to ac from being active at the same time as them if the bracers grant a higher ac bonus.
If a creature receives a larger armor bonus from another source, the bracers of armor cease functioning and do not grant their armor bonus or their armor special abilities. If the bracers of armor grant a larger armor bonus, the other source of armor ceases functioning.

And their price means that their only drawback is the weight. Wizards might actually find them too much to carry (sorcerers are better off here, no need to carry that heavy spellbook).
It is a great little piece of equipment, and can be a nice way to get a cheap bonus to stealth and/or escape artist (via the Shadow and Slick armour magical special abilities, a +5 bonus for 3750). Spell Storing is another fantastic ability (auto cast a touch spell of 3rd level or less when hit by a melee attack, at the cost of +1 bonus), as is Expeditious (more movement, cost: 4000).
A clear must-have equipment IMHO. At mid-high levels, all that is easily affordable, and very nice for the price.
