Brew Potion - Blood Transcription

Rules Questions

Can a potion/oil be made out of the spell Blood Transcription, (Ultimate Magic), by a Witch, then given to a non-Witch caster for use?

For example; can a Witch create and give an Oil of Blood Transcription to the party Wizard? Thus allowing the party Wizard to gain a new spell from a dead spell caster?

Yep, it's the right level range for a potion and everything. Heck, it's even on the Sorcerer/Wizard spell list (not that it matters much).
The real question is if the wizard is willing to use a spell that quite clearly lists the action as being an evil one.

Why not? Not like alignment affects him at all. (Plus, I really can't see why this spell would be evil anyway ...)

The alignment doesn't have any effect on the actual process the spell triggers, no. It's just that some players will roleplay accordingly about not using evil-typed spells, even if it's for beneficial purposes.

My guess is that it's evil-typed because it's a necromancy spell that requires consumption of part of a recently living spell-caster's blood. Cannibalism, or eating parts of formerly intelligent beings even when they're not of your race or type, is usually an evil act in Pathfinder.
