Hello,
Is there an impartial referee I can ask a question to? I believe that if I ask it in the forums it might disqualify myself. I did read Sean's consolidated advice thread, RPG Superstar 2013 edition, but I don't see anything that might answer my question.

Thanks guys. Much appreciated. However I finally found my answer.
The question was if cursed misc. magic items qualify. Found that they do not and thus I can talk about that item. Was planning on making a circlet that mimicked a Headband of Inspired Wisdom, but once a stressful situation occurred (battle, argument with another pc, etc.)the user would get Multiple Personality Disorder (GameMastery Guide pg. 251). I tested this in my campaign and it worked pretty well. Also made for some interesting sessions as one of the personalities was an attention seeking bard that had a gambling addiction and loose morals.

Just as well you didn't go with it as "loose morals" and "addiction" can be pretty thin ice for the competition as well, especially if crossing the boundary of good taste too much and potentially bringing disrepute to the game.

The device itself wouldn't directly cause the "loose morals and addiction". All it would do was switch the personality with a couple of new ones. How I had it work in my campaign was I created a couple of new personalities. It did present interesting situations, but I agree that it would not have gone far after listening to the What to do/what not to do panel. The good thing is it got other juices flowing.
