I just posted this yesterday.
By the rules, yes. Just have your Eidolon stay with the summoner for more than 24 hours (just skip sleep from one night). It becomes a permanent bonus, then you take power attack. It only works when you are fused, but that is really when you needed it, right?
Jen the GM is right: Just like all boni you can maintain on a large timespann (24h+) you are qualified.

You can take it but it is only usable if you meet the prerequirements.
So a synthesist with Str 11 (and no Str-belt, buff, etc.) can take the feat but not use it till he has his eidolon (with Str of 13+) summoned.
Same as the good ol' Eldrich Claws and the druid.

If you loose the buff, its gone. Permanent here applies to things like gaining skill points, or gaining spells per day, or being able to select feats. It doesn't mean gain 24 hour bull's strength and then have +4 to strength for forever.

it isn't truly permanent, it is counted as if it was permanent for the purposes of feats bonus spells, skills yadda yadda yadda but it still goes away when the persistent effect ends

Just wanted to point out that the synthesist form does not give you a bonus to ability scores, it REPLACES THEM ENTIRELY.
It is never not considered permanent (as far as the game rules and terminology are concerned at least), nor is it ever a "bonus."
Therefore, the rule about it going from a temp bonus to a permanent one does not even apply (since it's not a bonus of ANY kind).
Also, can someone point out the blanket rules that says bonuses become permanent after 24 hours? I've seen such a thing for ability score bonuses, but it was hardly a blanket rule if I recall.

I was told it could be considered like the druid taking feats that only applied while he was wild shaped. But I was looking for an answer.

I have a player that has asked a question. He is a Summoner with the Synthesist Archetype. He asked if the fact that when he is bonded to his Eidolon His strength would be over 13. Can he take the Power Attack feat since part of the time he would qualify.
Yes, he can, but would only be able to use it when his Str is 13+ (so being fused with his Str 13 eidolon qualifies).
