Here's a thought: you can trade away your Elven Immunities or your dwarven Hardy trait. This means that there are elves who are not immune to sleep and dwarves who do not get +2 on saves vs spells.
That means that sleep magic does not affect elves differently because they are elves. Rather it affects most elves differently because they have the "Elven Immunities" trait. Similarly, spells aren't weak against dwarves, dwarves who have the "Hardy" trait are resistant to spells.
Racial Heritage only works for effects that depend directly on being a member of that race and that affect all members of that race regardless of what racial traits they may or may not have. It does not do anything to effects that interact differently with someone who has a specific racial trait.

it just means you can do the following
use feats, traits, spells, or archetypes dependent on race selection that do not require a racial ability you lack
use magic items normally only useable by a given race or better utilized by that race
count as that race in addition to your own for the purpose of bane and favored enemy
count as that race for determining whether or not you recieve benefit or hinderence from that spell
for example
a Half Orc's Orc Blood and a Human with Racial Heritage (Orc) can do the following
become scarred witch doctors or other archetypes intended for orcs or half orcs
wield magic items that work better for orcs
take the razortusk feat or any orc or half orc exclusive feat or trait
take spells normally exclusive to orcs
vulnerable to bane and favored enemy effects that target either humans or orcs
affected by spells as if human or orc, depending on which is more effective, whether offensively or supportively.
