I am thinking about starting a D20 Apocalypse game with elements of Gamma World mixed in. Six folks would be my top end for the group.
Introduction
The small trading town of Noratom lay in the Berksh region of the Principalities of Appalachee. A lively town set beside the Hoosk River, Noratom dated back centuries, some said to the very founding of the ancient Empire of Merica.
Close to the ruined city of Pits, Noratom did a thriving trade in technology, trade goods and information, its location a good jumping off point for anyone coming out of the Happy Valley Collectivist State or the Zootocracy of Verminont traveling to Appalachee and points west.
Even in the dangerous Gamma Age, Noratom had managed to remain neutral and undisturbed in the century following the Final Wars. Conflicting tribes and nations had even used it as a convienient meeting ground to discuss treaties. All in all, a very pleasant place to live in these unsettled times. That was before the Wreckers came.
The Rectified Church of the Martyred Saints had been a traveller's rumor for years. A fanatic band of religious zealots who fervently believed that when computers and animals were given intelligence that God punished Mankind with the Final Wars, the Wreckers (as their detractors called them) swarmed throughout the Midwest of the Noram continent, destroying anything made with any sort of computer in it, killing any creature that thought but didn't fall into their interpretation of "human". Their army of zealots has finally come calling to the small kingdoms that call Appalachee home.

Are we going try to keep the humorous edge of the original Gamma World campaign setting?
I do love my puns and humor, and GW does have its gonzo moments. However, I wanted to start off in a combat-heavy mode, since upon study of successful PbPs (like your Dead Reckoning) it seems that action is what makes a good PbP great. From the above intro you can see there are some humorous political entities about.

Would a post-apocalyptic world be complete without 6' tall ill-tempered laser-toting bunnies? They are plentiful in the Zootocracy of Verminont.
Can I be a carrot in a earthenware pot with ridiculous psionic power?

You can always travel to the fabled ruined city of Natick, where the Temple of Hostess lies shrouded in jungle growth. There rumor has it there is a store of the Eternal Food ... but watch out for the guardians from the town of New Quoahog!
I was planning on playing it dark, but if humor is what is called for, I can try that as well. I'm not sure of what I want to start y'all at. GW is a tough place, so I was thinking around 4th lvl or so to start.

what books we using. races classes ?
My main sources are D20 Apocalypse, D20 Modern, and Gamma World. You can custom build a character race. Mutation and nano malware have tweaked the DNA of almost every species, so almost anything (except a carrot in a jar) can be made into a PC.

Pretty common. The Final Wars featured some really nasty nano malware that screwed with many creature's DNA. Also, bio-engineering had become popular right beforehand, and some of the biosculpts escaped into the wild and bred true. Humans are still the dominant life form, but the Zootocracy of Verminont is run by intellegent animals who espouse a "four legs good, two legs bad." type of mentality. Mutated humans are also very common, some more obvious than others.

A 36-point buy for character build. Max HP for starters, 4th level beginning. As you are starting in a prosperous trade center, most items will be available for purchase, excepting late-vintage military hardware (that is usually reserved for town millita)
So there are assault weapons.
Perhaps we should make back-up characters.

Current tech level?
Using Trade Units (TU) from D20 Apocalypse?

Easy there killer ... I spent my free time today making the map you can't see ... LOL.
Tech level: Varied. Most tech above WW II level is preserved, not created. Simple tech can be fabbed, but lasers, computers and robotics are not easily found. The good old Thompson Gun is a favorite for guns made new. There are sentient machines left over from the Final Wars, but many of them are damaged (one runs the Happy Valley Collectivist State, and is known as OMNUS) Nano and nuclear are abhorred, and owning these can get you killed in almost any place.
I am still rereading D20 Apocalypse, and I do have D20 Future, so I will spend a bit of time tomorrow getting tightened up on the facts.
Trade and cash:
Hard money is gold, the old standby. Most trading is barter-level. The H.V.C.S deals in 'Work Units' which are intangibles tallied by OMNUS for access to its' services. Verminont will take gold or technology. Noratom has 'credits' which are paper cash redemable at the Noratom Central Grange, which functions as the town's bank and vault (and meeting house). Noratom credits are good as long as people have heard of the place, but their value drops the farther you go away.
As for mutaion points ...hmmm let me think on it. I'll give you an answer tomorrow. It will probably be yes, but I'm not sure how many.

Upon review of the mutation points, it seems to be a kind of min/max thing. I will rule that if you wish to play a mutant, you can have 10 MP to start gratis, plus you may take up to three disadvantages for extra points.
As for trading units, I am not a big fan of the whole Wealth/Trading Units mechanic, so I am scrapping it. Start counting those coins!
The town, Noratom will have supplies in a basic fashion. You will all start out with a basic millita package. This is sturdy clothes(hat, belt and boots included), backpack, a semi-automatic rifle with 90 rounds in 3 magazines plus bayonet(as per M16 stats), rations for 7 days, matches, canteen, basic first aid kit, 1 stun and 2 regular grenades. You will also have 500 Noratom Credits to your names, as well as 10 1oz gold coins (worth 100 Noratom Credits ea).
Noratom has a neutral attitude towards mutants, but this attitude is not shared everywhere. The Wreckers in particular will kill mutants on sight, no questions asked. If anyone feels like trying out an android character these do exist as an option.

model EVA C2500 (Erotic Vibriant Automaton Cyborg 2500)
Charisma based character
was going to make her a bargainer diplomat scavenger type, with a latent program for assasination (developed later as she starts to remember her real purpose of an assaisian and not just a companion robot)
Does this concept sound doable (remember I am a newbie with Gamma Worls/ modern d20)

what would low light vision cost me?
As a human mutant, I don't see how it would be a lot of mutation points. Let me check the books today to see if it is listed anywhere. Mutated nocturnal animals would have it naturally.
Edit: Of course if you do pick an animal as your character don't forget to buy hands for yourself, unless you really want a roleplaying challenge!
