            So here's how I'm going to rule this. I don't have exact stats for the encounter, only that it's the Rank 4 spell confusion. While it's the same Rank 4 spell for all the tiers of the Special, the DCs get adjusted for different Tiers of PCs. A Counteract check should be based on Rank, but the Rank of the effect should be appropriately scaled to the Tier of the Party.
With that in mind, Eltis' check would be a Success, which would normally counteract an effect up to 1 level above his counteract Rank of 2. So technically not enough, but again, the encounter doesn't give scaling for Tiers nor does it indicate Encounter Challenge (i.e. Moderate, Severe, etc.), so I'm going to rule that it should be enough to Counteract a reasonable threat for your Tier.
Now who's going to heal the Signet, hmm...?
