So we will play high tier. It means that there are level bumps for 1st level characters.
HIGH TIER LEVEL BUMPS
To provide low level players a more fun and fair experience, PCs whose level equals the adventure’s base level (such as a 3rd-level PC playing in a Level 3–6 scenario) gain a temporary boost when playing in the higher level range called a level bump to represent the higher-level PCs’ mentorship and support.
Increase every DC the PC has by 1.
Increase the attack modifiers, attack damage, spell damage, saving throw modifiers, skill modifiers, Perception modifiers, and AC of the PC by 1.
Increase the Hit Point totals of the PC by 10 or by 10%, whichever is higher.
These adjustments are less beneficial than gaining a level, yet they provide the PC more survivability and opportunity to contribute to the adventure experience, reducing the degree to which higher-level PCs might overshadow these less experienced Pathfinders.
You should also remind higher level PCs to apply any mentor boons they might have purchased.
Apply the relevant adjustments to the PC's animal companions, eidolons, and familiars as well. If a value is already increased by applying the adjustment to a PC (such as a familiar's save modifiers and AC), do not increase the value a second time.
Appears Champion Ra will get a level bump.

I have the Rugged Mentor boon, which, if the player chooses to make use of it, increases the benefit from the Level Bump on Saving Throws from 1 to 2. A character can only use 2 mentor effects during an adventure.

Attacks
1. Sling: +10 to hit. 1d6+2 Blunt Damage. 50 Foot Range. Reload 1.
2. Elven Branched Spear: +10 to hit. 1d6+3 Piercing Damage. Finesse, Reach. Deadly D6.
3. Wing Attack: +10 to hit. 1d4+2 Blunt Damage. Agile, Finesse
4. Gakgung: +10 to hit. 1d6+2 Piercing. 100 Foot Range. Deadly D8.
I don't see how a level bump is less powerful, you get free +1 damage without spending an extra action such as viscous swing. An extra level does not bump up your damage by 1 but a level bump does, unless the extra level would give you the weapon specialization, or you would go from level 4 to 5 and the extra damage comes from +str.

You should be about as powerful as a level 2 character, but not quite. You won't have level 2 wealth (which often comes with a +1 weapon), feats, or other features. That last part doesn't matter for many level 1 characters, but it does matter a little to spellcasters, Rogues, and Investigators. And it matters for 9th-level characters getting a bump--no attribute boosts. Depending on class and level, it might also be a smaller HP increase.
Anyway, the rule for playtest characters is "For the playtest character to take a character option that would normally require a Boon, the playtest character must have all of their credit assigned to a character that has access to that character option."
I'm not sure if Mentor Boons are really a "character option," but it doesn't say anything one way or another so I'll assume it's valid: Shimmer Talu is a Protective Mentor: If you choose her as a mentor, you gain an extra 3 HP from the level bump.

You don't gain any feat from the lvl bump. That's why most of people consider level bump as less powerful than level up. But this does exist to help anyway. That's the most important.

For any PCs benefiting from a Level Bump and whose levels are lower than yours, you increase the Level Bump’s modifier to Perception checks and Initiative rolls to 2.
