Ah, I thought there was a gate at 3rd level for Expert proficiency like there is at 7th for Master. It's just that only rogues and investigators even have an increase to use before 3rd.
Still, I dislike the specific requirement of a proficiency level in addition to a high DC.

Do these guys have Evasion? Otherwise, Blue should have taken half damage from a success vs. DC 19.

The last sentence of flaming sphere is why it took no damage. It is kind of an all or nothing spell.
Creatures that succeed at their save take no damage (instead of half).
