Body modifications are a given and don't usually fall under the prohibition. But still the proscription on unlicensed heroics apply. So you can fly to school but you cannot do so as part of unsanctioned heroics.
That aside, part of the curriculum involves you applying for a provisional license sometime in the future.

By the way, how do you improve an alternate power in an Array? For example, I have my Wings Array with two powers and a pool of 16 (and cost of 17). How do I improve Flight 8, that has maximum allowed level of 16 (since Protection costs 16 points), but costs nothing, since it is an Alternate in an Array? Or do I automatically gain Flight at 16? If so, than it probably means that Flight 16 is Teruo's potential but for now he's at Flight 3-4.

The way I played it, you put the point into the main power of the array, and the other powers can be updated as well for free, as they all come from the same source of power.
As far as earning points, we get those as story rewards from GM, whenever they deem it earned. And the more points we get, eventually we level up our power level, which allows us to get even stronger powers.

Okay, so I can't use my lasers or anything, but would I get in trouble if my neon lights on my body turn on? I kinda don't have 100% control over that if I get emotionally invested in something. It doesn't do anything but make lights like a neon sign would.
In that regard, would there be a problem with me running to school? I move pretty quickly. Of course I understand if I'm going to be required to have a speedster's license or something to prove I'm able to be responsible.

As far as alternate powers go, they can only be improved when the base power it's an alternate of gets more points spent on it. That improves your threshold and therefore you can boost that one too.

I would think so. The safety laws and everything is a very Japanese concept and the academy is set there in the manga (of course). I wouldn't mind if Radavel changed that, but it would require me to change my character's hometown a little to match up.

I took a look at the abilities rules, and realized some of my stats were higher than I intended. I tweaked my build, and got a new power with the extra points. I also added some descriptors.

okay, so I'm gonna do something similar to Oracle from Persona 5. link here
Although with a few differences, main one being, I'm not playing a girl. :P
For descriptor sake, that means that he's going to have spandex, with an undershirt underneath it, not that you'd see it. It covers the full body, except it will leave the fingers uncovered (another difference from Oracle's costume), so that way when he goes Level Two, he can shoot out his lightning abilities. In addition, he has eyewear (the Flash Goggles) that just looks cooler than it actually functions, but it can stop Dazzle effects.
I'm also gonna say that he has an antenna and microphone on the side of his eyewear. I say that CICADA will likely be in the eyewear. (I'm also adding Commlink to my list of equipment, but that won't cost me any PP, since I've had 4 ep to work with...also yeah, I could've just used my Cellphone, but I like this too.)

Toshi's costume would be an abrasion-resistant, graphite-gray colored bodysuit that is laced with a fiber-optic hex grid on it. The neon stripes of his body are exposed via flexible transparent material starting from the wrists to the palms of his hands and across the bottoms of his feet to his heel on his feet. The part where his neon lights are covered is lined on the inside with the intake ends for the fiber-optic threads, so that lighting up to use his powers causes the hex-grid to light up the same colors.
This bodysuit is streamlined for speed, though he has a utility belt for holding restraints, gadgets, and communicator. He has a full cowl with goggles and breathing mask to keep from getting debris/bugs in his eyes and mouth while running. The soles of his feet (other than the clear strips) have high-grip treads.

Roberts costume is a fairly simple one since it actually disappears when he goes into battle anyway :-).
It consists of a yellow and blue body suit with yellow leggings and a mostly blue top. Over that he wears a blue jacket and blue boots. This all complements his blue eyes and blonde hair.
He wears some goggles over his face partially for functionality but primarily because it just looks cool.
The following is very close except for him being only 14 years old

I can draw the costume over the weekend. I'm imagining something in green, with a skirt and a Celtic knot motif.

Coat and what's underneath. If I could use any image editing soft, I'd change the colors to shades of blue. But since I can't, you'll just have to imagine it. :)

Wow, we have a vampire, a glitter fairy, a guy who turns into electricity... and here I am just a kid with window sign lighting growing out of his limbs! :P
Just kidding, this is an interesting class assembled! I look forward to working out power stunts with the rest of the group! (like making a disco-ball laser blast by refracting my shot off Fae's glitter)

That is correct. Technically speaking, Setsuna is actually more akin to a dhampyr or even a lich. Her father's Quirk has seemingly diluted much of her mother's other abilities; Setsuna lacks classics such as truly superhuman physical prowess (she barely cracks olympian level in Strength and Stamina, and she's a resounding average in Agility and Dexterity), massive damage resistance, immunity to a variety of fortitude effects, and the various forms of elemental and psychic abilities.
Besides her attractive appearance, Setsuna's only major vampire-like powers are a very basic flight and her inability to grow old or stay dead; she heals quickly and eventually reanimates if actually killed. In theory, she could be hypothetically starved, suffocated, or dehydrated to death. Few people know what a dhampyr/lich is. Meanwhile, almost everyone knows about vampires, so Setsuna just says "Vampire" and runs it into the ground.
The plus side is that she lacks the usual vampire weaknesses, which would probably be quite crippling to a prospect heroine without a vast arsenal of vampire powers to compensate. It would also be difficult to pick which ones she gets: the "universal" vampire weaknesses are actually surprisingly nonstandard! The original 19th century vampires were not destroyed by sunlight. Bram Stoker's Dracula was weak to cold iron, not silver. Some well-known vampires such as Dio Brando can power through decapitation and stakes to the heart like they were mild annoyances. Moreover, there's no obvious form of divinity in this universe, so weaknesses to religious icons and holy water wouldn't make any sense.
That said, her dad's ability is Mythology-based shapeshifting, so she can become more vampire-like at least physically. In hero activities, at the first chance she gets, Setsuna would augment her strength, durability, and speed. She is meant to be a melee powerhouse character with a few extra bells and whistles.

I like how you're having your character's different parentage's quirks pull at each other, whereas my character's parent's quirks blended together to make his the way it is.
Toshi is kinda an everyman in the group. He's about equally skilled in duking it out hand to hand as he is shooting at range, but that's only because he's not top-tier at either (yet). I was trying to go for a balanced hero, but not high on the immunity thing. Maybe later I'll give him immunity to dazzle/light based blindness, but his powers should be relatively static until he gets more training on how to use them creatively.

Hey y'all! Good to be joining in.
For the costume, Uryu's would likely have to be either "open," or absorbing liquids rather well (Paper Towel Man, Go!).
I'm thinking a sleeveless black jacket with vertical blue stripes, removable by a zipper down the middle. For the sake of decency, coupled with long pants that stick close to the legs, with multiple layers to keep liquid from escaping. The costume would also have a face mask, connected to a water tank on the back, to ensure Uryu does not become dehydrated from his own power use.

Robert was inspired not by the overwhelmingly powerful heroes, the Gods who walked amongst mortals, but by the lower powered heroes who still managed to make a difference despite their limitations. The ones who needed to train hard in order to use their powers effectively. The ones who didn't save the world but DID manage to help their neighbours and friends, perhaps even their city.
If he had to name a single one that inspired him it would be The Vanishing Man. A woman (times were different back then) who had no power except to become nearly invisible. The rest she did by training and sheer force of personality.
Nearly unknown to the world at large, she was a hero to her home town of a little over 100,000. She never saved the world. She only sometimes saved any lives at all, although one of the lives she saved in that one bank robbery that went very, very wrong was Roberts grandfather.
But in a career lasting over 20 years she was responsible for stopping hundreds if not thousands of crimes, for finding the evidence to convict countless people and, as importantly, free countless others who had been wrongfully accused. She alone was responsible for reducing the crime rate in her town by a staggering 54%.
It was only when she died in a tragic accident at age 51 that it was discovered that The Vanishing Man was really a woman, a paralegal working for the District Attorney's office.

Okay, so the character that probably inspired my character the most was the heroine, Razzle Dazzle. Her Quirk, Firework, was the ability to cast bright explosions that would ascend towards the sun or in the exact opposite direction of the sun if it was at night. All in all, not quite a useless Quirk, but what inspired Shu is her ability to think quickly in situations and use her quirk in pretty creative ways.
Not only did she use it for distractions, but she was able to utilize the ability to get the drop on many otherwise superior foes. It's also obvious she loves the attention, always with a warm gentle smile on her face.

Fae's main inspiration would be her own parents, who always worked tirelessly to better their community, despite mediocre quirks. (Her father Sean could produce flashes of light, and her mother Alice's only "power" seemed to be having naturally bright pink hair). They volunteered with charities, and taught her that everyone should be treated equally, no matter their "power level" or origins.

Toshi has some heroes he respected, but he held Max Bright as his idol. Max Bright, a flashy hero with solar powers, is an Arizona hero who is extremely popular in Phoenix. Toshi was enamored with Max Bright's flashy entrances and shining smile.
Coincidentally Toshi brushes his teeth often. He, of course, uses Max Bright brand maximum brightness toothpaste.

Sorry I wasn't able to post the last couple of days. This weekend started off kinda suckish.
Anyway, Zephyr's costume is not particularly practical. It consists of an insulated material that fits him loosely instead of snug. He's not a fan of the skin-tight appearance of most other heroes. Anyway, the full body costume is sky blue with white highlights around the shoulders, hands, and legs. A grey tornado makes up the chest emblem. He has a cap mask with a built in wig of long white hair. Finally, a long cape completes the outfit. The main function of the costume is to have a billowing, commanding presence when he makes use of his wind abilities.
His heroic icons are the old mythological heroes of his homeland, Greece. As for modern day icons, it would probably a collective group of heroes who call themselves the Lords Of Thunder. Naturally, they do as much showboating as actual crime fighting.
I did a small update to my profile to add in some backstory. May add more as time goes on.
