Appearance: Toshi is a young man, lean but with legs and arms a little long for his frame. He has pale skin, black hair that's buzzed close at the sides and back, and dark eyes. He wears a pair of baggy shorts and a black tank top whenever not in his school uniform. He wears a pair of dark goggles around his neck.
Starting at his collarbones and running down his arms over the gap between his middle and ring fingers to the center of his palms are two flexible tubes of neon gas. A similar pair of tubes start at his hips and run down his legs, between his toes, and stop at the heel of his feet.
These neon gas tubes are normally dull and unlit when he's going about his day to day business. When he activates his powers, however, the neon tubes crackle to light, shining with bright neon blue light. His powers seem to be focused around sublimating this neon light into energy rays and propelling his body at great speeds, but he's still experimenting with his abilities.
Backstory: Toshi grew up in Chinatown, Los Angeles, to two loving but distant parents. His mother had a quirk that let her turn into a cloud of gas, and his father could generate electricity from his hands. His own quirk manifested brilliantly during middle school, and it was strong compared to many of his class. It was almost expected that he'd be able to pursue being a hero.
His parents, however, didn't think he would be able to cut it. They had doubts about his ability to do it, mostly because they never really understood the extent of his powers. Whether it was from blissful ignorance or a desire to not learn, his parents initially wanted him to go into the advertising business, thinking his powers were better suited to getting the attention of customers, not saving lives.
This changed in the summer, when their car's tire blew out on a mountain road, causing them to go over the railing and into a sheer drop. Toshi was able to rescue his parents by cutting twisted parts of the car away and carry them each to safety up the cliffside they had plummeted down. After this, Toshi finally got the recognition from his family he needed. They agreed to support his desire to become a hero.
He graduated top of his class and was accepted to the Academy.
