Juan hangs his head as he sees everyone jumping in the water and flailing about. He can't say anything, because he didn't think to get a hook, either, but... it's either hang head or start laughing and betray the party's location even more.
Not that it's really going to matter, the crew of the vessel is probably going to get alerted and start to take bets on which party member drowns first. It's what he would do in their position.
He'll keep his boat handy in case anyone gets in really dire trouble of drowning, so they can at least grab something stable.
