Well, I can see how that would happen if the GM didn't read carefully. But that's sort of the purpose of Eurdan: he greets you as soon as you come in and makes suggestions to weaken her forces before assaulting. I guess if you miss that or don't have Eurdan stress it enough to the PCs they could just march in, which would be difficult since fomenting rebellion gives you bonuses on most of the palace encounters.
