I just went to my version of Hero Lab, and you are correct. Some glitch causes the minimum casting level to be 2, which is why cost is wonky.
I guess you can just fool the system and work it out anyway (deduct 750 gp, and buy the wand for free).

One item that might be of some use is "War paint of the terrible visage" (100 gp), and I think I will probably buy a set or two. Although its save DC it not terribly high, avoiding a Frightened effect, the target will still be Shaken, partially blunting their attacks and possibly softening them up for another spell, all for a swift action. (Assuming they are under 6 HD and vulnerable to fear effects.)
It is kind of buggy, to me, but several people could use the war paint to gang-up on an opponent, with two causing it to be automatically Frightened, and three, automatically Panicked. With Panicked, of course, they drop whatever they are holding, which could be very useful.
I've also been looking at some of the Feather Tokens. One that would seem handy is the Tar and Feathers Feather (600 gp) which is pretty good as a 12 round Glitterdust spell, potentially blinding opponents and making invisible opponents visible.
The Whip feather token (500 gp) would add some combat might.
The Fan feather token (200 gp) might be useful for blowing swarms around or disrupting spell casters or opposing forces, especially if there is sand or dirt to be blown about (although it doesn't specify its area of effect, unfortunately).

I had a Druid who used to have his eagle companion fly around,
dropping feather token trees all over the place.
My Druid then would cast Tree stride and just mess with our opponents.

That would be pretty funny. I'm sure there should be a lot of good, creative uses for the tree. More destructively, it would weigh an enormous amount, likely enough to destroy many bridges and sink ships, smashing through the decks shortly after it instantly appears: As a back of the envelope guestimate, I might say it would weigh about 300,000 lbs., or 135 metric tons. (I could be quite off, but still, it would be a lot.) It could also provide some instantaneous cover, and would could really cramp the style of any low-flying critters if thrown in their way as a readied action.
