His body glows with a soft light and the burns seem to fall away LoH (Move Action): 3d6 ⇒ (6, 1, 1) = 8; a moment later his blade shines a brilliant hue (cast bless weapon as a standard). He steps out of the wyrm's reach and bellows, "COME MEET YOUR DOOM, SNAKE!!!" Declare Smite Evil as a swift. AC is 22.

Achmed is not pleased by his proximity to the creature, and uses his ducki-and-cover technique to move away!

Endar charges, with Compy behind him, but his pike cannot strike the drake!
The drake is clearly infuriated by Mordenaar's insult, but is cunning enough to know that Valgrim's bow is currently a larger threat! It sails over the amphitheater and gives Valgrim a chomp on its way past! (Movement will provoke from Endar, and from Compy if its size allows it to have reach.)

As Achmed's force missile lands squarely on the drake's chest, Kinn's inspired blade cleaves the beast's head clean from its neck! With a dreadful gurgle, the flame drake's corpse collapses on the floor of the amphitheater!
As the paladin stands above the fallen beast, Lady Devy returns to the site, a visibly frightened Arnholde in her wake, and begins to praise the five of you, when a thunderous roar shatters the night. All eyes turn as a vast shape crawls up onto the roof of Otho Burr's house, just east of the amphitheater. An enormous black dragon, its scales ragged and graying and muscles exposed beneath torn flesh and sightless eyes! The smell of rot is near overpowering.
I am Aeterperax, Lord of Dragonfen, and you have exhausted my patience! The wizard Hunclay promised me many things before his death, including five rare and ancient tomes. My hapless representative, Clausyre, could not obtain these items according to your human laws, and MY FORBEARANCE IS AT AN END!
Hear you this, town of Belhaim. Now, I not only require these books, including the tome entitled Secrets of the Dreaming Dark, but also an indemnity for my inconvenience. The sum of 776,000 gold pieces, — 2000 gold for EACH AND EVERY RESIDENT of this dunghill you call home.
I give TWO WEEKS to deliver these to the place you knew as the Monastery of St. Kyerixus, across the Dragonfen. NONE ARE PERMITTED TO LEAVE BELHAIM. My minions blanket the countryside, and any who dare leave this town shall suffer for it. Only those chosen to deliver my ransom may travel, and then only into Dragonfen.
SHOULD YOU DEFY ME or FAIL TO SATISFY MY DEMANDS, I shall lay waste to little Belhaim and kill every living inhabitant, down to the last mewling infant!
With that, the dragon rises up, casts a spell, and vanishes — apparently teleporting away. Silence reigns a moment, then panic strikes as the citizens flee back into their homes.
Lady Devy, her eyes still wide in shock, grabs you by the arm and asks you to return with her and her advisors to her manor home.

Endar doesn't know a dead dragon from a live one, but trusts his friends when they tell him it is all an illusion. "Let's go find the wizard who made the illusion, and run 'im through!"

In the aftermath of the dragon's appearance, the auction's final sale is put on indefinite hold as Baroness Origena shuffles the party and several locals whose advice she values — Sheriff Benhovy, local stabler and former adventurer Lezara Dodgion, Abadaran priestess Eupaphenia Targas, and Bassy the historian — into the dining room of Devy Manor.
The baroness doesn't waste time, and asks Eupaphenia what Belhaim could scrape together by pooling all its resources. Her answer of approximately 20,000 gp doesn't surprise the baroness. Even if every sale for the auction were immediately settled, it would be unlikely to bring the total up to even 100,000 gp. There's just no way Belhaim can pay the dragon's demand of 776,000 gp.
The baroness goes about the room asking for suggestions. Sheriff Benhovy mutters that if they send out a few of those Shelyn layabouts to distract the dragon for the good of the town, maybe he'll lower the ransom, — a suggestion met with derision and shock by the others at the meeting. Frustrated, he then suggests sending out messages via raven to several larger (but distant) towns for aid.
Lezara pushes to have the town evacuated. Eupaphenia suggests sending a delegate to speak to the dragon about paying in installments. None of these suggestions appeases the group as a whole, and Lady Origena turns to you in exasperation. What do you suggest?

Kinn stares at Lady Origena with incredulity. "Perhaps you did not hear me: THE DRAGON WAS AN ILLUSION. We should be focusing on finding the caster, not trying to satisfy an imagined dragon. Clausyre would be a good place to start. If not, I'll march into the Dragonfen myself to confront the villain."

Lady Origena taps her lips in thought at Kinn's remark. An illusion, you say. It certainly looked real enough to me, and to the people of Belhaim. What proof do you offer that it was not real? Absent that, we must proceed on the assumption that it was.
She contemplates Achmed's words and is about to respond when Bassy raises her hand; at once, Lady Origena defers to the elderly gnome, who steps atop her seat and addresses the gathering. I've been around for along, long, time, and one thing I've learned in that time is that inexperienced illusionists tend to rely on overwhelming one's eyes and ears, but so often they forget the details.
She motions to the paladin. Young Kinn here has a point. I was there. I saw the dragon. I heard it speak and roar, same as all of you. But I didn't hear it breathe. I didn't hear its talons scraping stone. I didn't feel the air stir when its wings unfurled. She nods to the half-elf in respect, then continues. Certainly, whoever or whatever we face has great power; even if that truly was just an illusion, it was still a powerful magical effect.
For all we know, it could even be a dragon — that clearly fits with what you lot learned from the kobolds. The name Aeterperax is an old one, and the old wyrm's bones should still be out there in the Dragonfen, coiled around the Crypt of Tula Belhaim. If you can confirm those bones are still there, then it would seem obvious that what we saw tonight wasn't really Aeterperax risen from the dead.
