The PC's come across a set of ruins.
What remains of the ruins’s heart may have once been a shrine. Demolished walls encircle an ancient dais, atop which a shattered anvil-shaped altar lies defaced with dried blood, chalk markings, and other detritus. The bones of dozens of humanoid creatures are scattered about the building, along with the larger skeletal remains of what may be wyverns or drakes that are marred with deep claw marks. Behind the altar, a large stairwell stained with the blood of countless creatures
descends into some dark vault below.
A group of kobolds are in surrounding miners, seven miners are left, each bearing a single golden wing on their foreheads.
Right now, they are unaware of you presence. If you wish to move around the building you may, but will require stealth checks. But if you move with in 10ft of the building,you will be noticed. Every one may take an turns worth of actions before you are noticed.

Azura draws her wand of shield and expends a charge casting it on herself and then offers it for someone else to use if they like. "You'll have to cast it upon yourself, but you are welcome to it if you can."
Shield has a target of "you" so Azura can't buff others with it, but anyone who has it on their spell list or has UMD is welcome to use a charge.
She makes sure her bow is ready and prepares to move with the group to intercede on the miner's behalf.

"The larger of the bones, which appears to be a wayvern, looks very old. The humanoid bones, on the other hand, seem more recent."
After examining the remains, Saphera glances over where the kobolds have the miners. "Let's not be hasty. Based on the bones I just examined, I don't think the kobolds are the only threat here. I have a feeling that there is a large clawed creature also lurking around somewhere.'
Taking a moment to prepare herself for combat, Saphera casts shield of faith on herself. After completing the spell, she turns to the rest of the group. "Ill engage the Kobolds, drawing their attack, and see if the combat will bring out the clawed creature. Take care if you decided to move into combat, and Good luck to everyone."
With out any further hesitation, Saphera moves to engage the kobolds.
(If Saphera charges, will she be able to reach the closest kobold within the surprise round? Note; she has a movement of 20)

@Andruss, it does not specify. All it says is if the PC's move within 10 feet of the building the creatures take notice. And if you wish to move on the outside it requires a stealth check.

Oleander's companion springs to action and charges the red kobold, knocks him to the ground and starts mauling it.
Oleander is unable to hit the target in melee.
Saphera then dispatches the red kobold, driving her bastard sword through the chest.
Azura you are able to free some of the miners, but to get them to act you may need to persuade them.Diplomacy or Intimidate. They do not actually participate in initiative, but will give you all aide in other ways.
The green kobold emerges from the stairs and goes to kick the yellow one awake.
#2 emerges and makes his way towards Saphera and takes a swing at her with a rapier.
