She listens to Bridget talk of the boxing match, the unsanctioned animal bloodsport, the shrine to Apsu and Kae's association with the disreputable and unpopular Grishnak. And then finally the bejewelled comb. She delicately turns the comb in her hands, looking closely at the stones, gauging their makeup and value.
"It is very pretty."
Knowledge, Nature (on the stones): 1d20+10
Appraise (on the stones/comb): 1d20+2"Bridget, I am happy that you felt comfortable enough to tell me about Grishnak's activities during my absence." With her free hand she clasps Bridget's arm gently, wondering if Bridget had an ulterior motive in speaking poorly of Grishnak, although she could understand why, she wondered if DeVille had a hand in this "information sharing". Still, she gave Bridget the benefit of the doubt and showed her kindness and tried to put her at ease.
"Grishnak is no Councilman, my dear. He has no sanctioned power or legitimate influence in Saravale and if he is spreading such words than they are lies. I mean to get to the bottom of this now I am back in town. Also, I will not condone senseless animal bloodsport and will do all in my power not to permit its legalisation, and will petition to outlaw it. I will speak with the other Councilmen in regard to this issue."
"In regard to Councilman Ka'etil Malas'rae and his so-called association and secret dealings with the half-orc Grishnak, I will speak to him directly and seek the truth of it from his mouth. If there is something going on that the rest of the Council are not aware of then I shall uncover it. I know Councilman Ka'etil and I am sure there is a reasonable explanation to what is being insinuated around town." Her brows furrow in deep thought and anxiety as her concerns since they left for the Temple of the Elk were now revived and ever-present. What is going on in this town? We set out to make a respectable, honourable capital and here I am inundated with claims...
To Ariarh
Bridget holds you again, thanking you for your kind words.
The following comments are a direct reaction to your Diplomacy roll.
”No, no – nothing like that – nothing too bad…” she adds, about business.
”Well – it is what it is…” she adds with a sheepish smile.
”When I was a young girl I had dreams of becoming someone special – a lady of renown, as it were. Of course – when you have no money, no family, no influence, and no education – this is very difficult. But here, because of my beauty – I’m the “toast of the town” – at least inside these walls. Here many men will fawn over me, and offer me money, drinks, trinkets, and treat me like a lady – even if it simply means that I’ll favor them with some private services in the bedroom,” she ends with a shrug, and a slight grimace of distaste.
”Now, mister DeVille – he isn’t the same as other types of men who runs this sort business – he… he knows we’re only whores – but he doesn’t treat us that way, and doesn’t want us to be treated that way, either. Oh, I’m sure it’s just for “good business”, as it were – he sees to our medical needs; we’re not poxed, nor are we pregnant, nor beaten, and we get a better cut of the money. We attract different types of men is why – men who want a girl who’s been trained to sing, and to dance, and to make pleasant small talk around the table – and knows proper table manners, and fine wines, and the right fashion… When I am to “escort” a dignitary for the evening, if you didn’t know it – you’d think that I was a high society lady myself,” she adds with a little ironic laugh.
”But – well, at least here I can pretend to be one. Still – if I was some doxy turning cheap tricks for a few copper – we’d get that sort of business – drifters, drunks, vagrants looking for a quick night’s pleasure and paying only a few measly coins. But here – because of the training we need to do to look “presentable” – we get men who pay lots of money. I have to admit – Mister DeVille normally charges a man roughly two-hundred gold pieces per hour for my services – or, generally - one-thousand a night,” she adds with a tone that has a strange mixture of both embarrassment and pride.
”Of course – I only keep five percent of that – but in a good week I can earn anywhere from one-hundred and fifty to two-hundred gold pieces, all for me to keep – and all my clothing and food and cosmetics are free – and I’m kept in the best dresses, and fashions – because the men with that kind of money are the same type of men who like to display it – and such men gamble a lot, which is why we’re valuable to Mister DeVille,” she adds with a shrug.
She lifts the delicate comb in her hand – you see that it is a piece of smooth stone, carved delicately – when you had examined it you could see a recurring dragon motif on it – the stone looks like a semi-circle and is about three inches wide, and about a half inch in height. From the base of the stone is a series of thin silver prongs – the “bristles” for the comb – which can be used to hold back her hair. You see she is still wearing the other one even now.
”I have no doubt this isn’t really mine – the day I decide to leave him – it will stay here – for the next girl, I suppose – but, in the meantime I earn my money, and put it aside quietly. Girls like me don’t last long in this sort of affair – men like us to be young and fresh, but – with talent, and skill – I may continue to work for another five to even ten years. By then, I’ll have enough to buy my own house – and enough money besides to attract a fine husband – or at least one who can help support me,” she adds with a hopeful grin and a wink.
”Still – I suppose the only trouble on the horizon I see – if you really are planning on stopping all the harassment we receive from that terrible Grishnak – is this Dame Goodwyfe – it seems she does not like our business – and has petitioned the town insesantly to close us down. But, we’re not breaking any law – I see no reason for this – but she simply won’t let up. Is there any way you could just talk to her – let her know that we’re just trying to run a fair business – and that all her words are merely hurtful and unfair?” Bridget asks, clearly tired of the stigma of being called “Whore” – and, you have no doubt – this is not eased by the speaking of Hester Goodwyfe.
”Other then that – business is going well – we have a small band that plays here in evening time – they are quite good – if you should like to come by some time – I recommend watching them. They play mostly music from Brevoy – on request – but they are actually from northern Galt – and they tend to have quite the flair for the dramatic during their performances… Oh, that reminds me – we have a new talent, as well – a dancing girl – from Ustalav, actually – she does some sort of exotic dancing – she uses swords and scarves and other various costumes – it’s really quite interesting, and the crowd enjoys it. What? No – nothing like that – it’s more artistic, I should say exotic and not erotic, if you understand me? Still – we set a fine table, and you’re welcome to come any time and visit here – the music is good, the dancing enjoyable – and the food quite delicious. Maybe you can come again some time and we can visit when I am not working?” she adds, hopefully.
Oh yeah – you rolled stuff – okay, here are the “answers”…
Knowledge: Appraise: Okay – the fact is, the comb itself is rather mundane, the silver is not so fancy. The carving is quite exquisite, and to your eye that could be worth a bit – but really, what catches you attention right off the bat is the stone itself – which is definitely imported! Based on the value of the stone, the silver – the carving on the stone, the use/functionality of the item – and the excellent condition – you’d wager the comb itself would run about two hundred gold pieces – and, if you were to purchase “the set” – that is – both combs – you would need to pay a total of “five hundred” gold pieces. This is not a cheap gift!
Knowledge: Nature: Okay – bad news – for you to identify this thing, it’s almost impossible. First – it’s not a native stone – it’s clearly from somewhere else, so you’d really have to know things about the wild – you’d have to have a really high Knowledge of “Nature” – we’re talking like, at LEAST a total of +10 to Knowledge: Nature! Also – the odds of you identifying this with any clarity – since you’ve never seen rock like this – I mean, no offense, but that’s like, one chance in a hundred – no – more like one chance in a million! Or – in laymen’s terms “One Chance in 20” – and so you… What? What’s that? A NATURAL 20! Noooooo!
You can see that the stone, which is not native – is type of stone called “Jade” – it is extremely rare in this part of the world – and valuable wherever it is found, regardless. Here, though – the value is higher. Because of your “20” in Appraise – AND your stupid “natural 20” (grah!) – a stray thought enters your mind; you have recalled that travelers from lands around the world have sometimes traded with such stones – and you vaguely recall that your old comrade Gan had such a stone in a ring he wore… You think he came from a land called “Tian Xia”. You believe such stones are native to this land… Still – the rarity of such stones aside – if the rumor was right – then stones worth 10,000 gold pieces were donated for the construction of the shrine to Apsu! That is quite a lot of wealth… but more important – what organization would have so much of it to be able to donate that amount, especially anonymously?
With all of this in mind – you are free to ask her more questions – or return to Cloudwatch Keep as soon as you’d like.

She waves aside the offering of beer. "I mean no rudeness, Mister Brett, but I favour water. Thank you. This will do", pointing to her mug of water on the table in front of her.
The Holbyt was certainly bold in his manner, recollecting the wink he sent her way. He has a similar mischievousness to Eirene, in a way, she reflects privately.
"You mentioned distant relations from the southlands. Would you share your story of them with me? I do enjoy interesting tales."
Sometime after Brett shares his tale...
"I am a Priestess of the Everlight, the benevolent Lady Sarenrae. Have you heard of her?"
"And it does not strike me strange at all that you should follow the teachings of Apsu for each person chooses their own path, one that can be separate to society's expectations or preferences. I was fortunate to study under great tutors, priests and priestesses in Sothis, protected within the walls of the Temple of the Eternal Sun. You could say I am a scholar with a deep curiosity. My teachers would share with me many ancient proverbs and one I have taken very much to heart goes like this, The seed includes all the possibilities of the tree. The seed will develop these possibilities, however, only if it receives corresponding energies from the sky." She flashes Brett a bright, rare smile, as if the light and textures in the proverb expanded her very soul. She is silent for a moment, cataloguing her thoughts and responses, and touching the ankh about her neck.
"I do not wish to bore you, Mister Brett. I seek refuge and position within your town. I am learned and have practical healing skill and the compassion that goes hand-to-hand with it. The Everlight has blessed me with my abilities and I undertake my duty with utmost dedication. Mister ibn'Fayad has proffered the idea of an Interfaith Council and I must admit the purpose of it has struck me with a certain fervor and would like to be included. In addition, I possess a proficiency in dealing with...
To Isani
Brett looks at the water with a frown, and shrugs a bit.
”Plain water – well, that just don’t sit right with me – how about I sweeten it a bit with some honey and cinnamon? That be good stuff – tasty, too – and it makes the water all the more delicious,” he adds, as Khromm lets out an impatient sigh from all the talking.
Brett leans back in his chair, and hooks his thumbs in his belt.
”Well – to be fair – the rumor – at least out o’ Cheliax – be that the lads in the southern places – closer to Mwagani then Osirion, I reckon – they did stuff to anger the gods – prayed to the Old Ones – as it were – and other dross. So – the gods smote the land with fire from heaven – and, well – now it be desert. But – with their assault it sort o’ twisted the folk that live there. Over time little quirks we all got sort of changed with age – adapted fer the desert, as it were – Elves that lived well in forests – and they got no forests to live in now – they say they end up learning to run from place to place – getting longer, taller, and leaner then Elves should be – so they can run faster to next place o’ water. Them hairy basterds – Dwarves? They say they loosed all their hair in the south – too damn hot – and the lads there now got no hair at all – even as Happy Chappy here, don’t,” Brett says, jerking his thumb at the stoic Mul – who merely continues to write.
”They got heaps o’ other differences too – most of it be probably rot – like people that be like bug-men – and folk don’t ride horses, they ride giant bugs, or lizards – which be better living in desert – and they got folk who done fly – and, well – they say the folk like me – that is – the Halfling folk – why… we like little groves and green places, and like to eat, too – and they say we gather at old forests and jungle places and near “haunted lands” – and we protect temples to the Old Ones – and kill any who trespass – and eat them, living or dead – when we catch them… Pretty brutal stuff – but it all be rot, like as not,” he adds with a grin, and – for the first time – you see Khromm pause from his writing – you sense, and have enough lore from the lands from your home – to know most, if not all – of what Brett is telling you is accurate, even if he doesn’t really believe it….
”Here we be simpler types, I guess – mayhap ‘cause we didn’t piss off the gods! Fer me – the only thing I like to cook is good beef, good pork, good mutton – good elk, good sausage, good chickens, good eggs, and bacon… and, uh… well – ye get the idea?” he trails off somewhat sheepishly.
Concerning Religion
Brett listens for a bit, considering what Isani says.
”Huh – well, if ye ask me – I don’t know much about religion – as it were – but they say in this land – hundreds of years ago or something – there be men and dragons who shared the wealth, as it were – alies and friends, and such. They got a lot o’ old ruins about – hell – this whole rock fortress be one o’ them – an old ruin of some old castle long ago – but anyhow – the shrines we done find – it seemed the human folk worshipped the god o’ nature – they call him Erastil up here – but the dragon folk be worshiping their god – they call him Apsu – and we finded a group of refuges left to guard a princess – but they all be bounded in magic sleep – and when we waked them – well, as they all be lads, and nay women folk – they wanted to preserve their lore – so they taught me – kind o’ turned me around on things – including me religion, as it were. Now – after talking to me mates – the silver kobolds – ye got kobolds down south, reckon – but not silver ones – never heard of them before now – or do ye have any south?” Brett asks, suddenly curious.
Answer: None that you know of – sadly…
”Anyhow – that be my story on how I finded faith, as it were. They be good lads, too – they all sort o’ look after miss Anuk-su – ye’ll meet her later – she’s a right one, I’ll grant ye – but a fiery spirit – and thinks she runs everything – even though she barely seven or so – but that be because she not only a princess from her folk – but also – if ye’ll believe it – a bloody dragon!” Brett adds with a shake of his head.
”Still – she done spends her day walking around as a little girl – so, ye won’t hardly notice the dragon part – except it be right hard to understand her lingo – with all the “Thee” and the “Thou” hash – but, ye’ll catch on right enough, I’d warrant,” he adds with a grin.
Interfaith Council
Brett considers this a bit.
”Well – can’t say one way or the other on that – maybe we should look to the future though – I mean to say – a lot of towns got certain areas fer certain things – one area be fer houses – one be fer shops – one be fer temples. Or rather – we could make one fer temples, eh? Then we’d know where everyone go to pray – and all the priests can be in the same area – and we’d know where in the town the healers be – the priests be – and so on. Then, they could have a little section just fer their own bosses to meet and talk shop, as it were – then send an agent from the “temple district” to visit us when we want to learn more about what all o’ them are up to – ye know, holidays, fast days, feast days – that sort o’ thing,” Brett adds with a grin.
It seems clear he likes the idea of having a part of town dedicated to the churches – but you sense this is more from his militaristic training. Whenever you keep a certain type of organization in one section of the town – it is easier to watch the type of people that go there – easier to watch, police, spy on, or listen to, depending on the need – and, if you had those types in one part of town – then they could all meet easier to share their own theories on what to do next.
Though Brett hadn't even considered an “Inter-Faith” Council – such a thing would fit in perfectly with his plans to create “Zones” for Shrines and Temples – shops and stores – factories and warehouses – and so on.
My story?
”Oh – that ain’t much to tell. When I was a lad my family went around Cheliax – we done dressed up like circus folk. Called us "Carines" – went about doing our business, eating lots o’ cabbage – that sort o’ thing… We’d come into town, put on a show – then at night, we’d slip out and do mischief to any that kept slaves, or did praise to evil gods or demon folk – kept at it all the way north, then met a lad who I done rescued – son of a Duke – good lad, too – when I rescued him from slavers he brought me to meet his da’ which I did – and then, a little o’ this – a little o’ that – and I be made a Sword Scion to the Duke! Well – with that in my pocket and a need to get out and do good – I hear they were looking for lads to clear out this place from bandit types – and they were giving any who could do it free claim on the land, if we managed to put the bandits down hard.”
”Now – I said to meself all along – that they’ll just use me – if I do it and fail – no harm to them that sent us. If I do it and succeed – at worst case I make a go of things here, and they have a free trade post to do business with – while I work to stomp out all the bandit folk. And if I do really good – and they get jealous – then they can just ride in and take us over,” he adds, sipping some more beer and giving a cool gasp at the flavor.
”Of course – I say – let ‘em try! Been working damn hard down here to see that ain’t going to happen – but, well – we see how things be going, eh? Meantime – we got a town – a village, too – and mostly folk like us pretty damn good. If at the end o’ the day that happens to be all I do – I’m proud o’ it – and I can go to bed knowing I did good, and that’s worth it,” he adds with a nod.
It seems Brett is confident that – no matter if the town fails or succeeds – that taking the challenge to task – making the effort – and doing what you can – this is the most important thing.

To Shaezon
Let me know how long it will take you to do Spellcraft checks on each item – and then, make your rolls. You can post the rolls – I shall post your “aid checks” – and then, we can share the “results’ with everyone in the morning.
Meanwhile – I have a hunch you won’t be able to do all of the rolls until “after dinner’ – when you meet with everyone else. If so – you can social RP yourself coming into dinner, talking with the others – learning what everyone has to say – and then, going from there – and discovering the results that you make after dinner – and the value therein.
After you make the rolls – toss up an “Appraise” check to see if you can gauge the value of each item on open market. Galen will assist you in this – if he can.
Galen’s sheet should be done soon – I am working on it, though. I’ve never built a wizard before – so I have a lot of “catch-up” work to do. It should be on the board soon.

Just remembered I need to have a conversation with Oleg.
At some point when Shaezon and Oleg are walking together. "Master Oleg, I am in need of some land to build a school. I think a short distance from the city would be appropriate. Perhaps a couple hours by horseback. On a mountain would be ideal, but I'm not aware of any around here. I was wondering if perhaps you had any thoughts on the matter?"
To Shaezon
Oleg strokes his chin thoughtfully.
”Don’t rightly know of such a place myself – but I think that maybe Brett might – he does love his maps! But say – didn’t they say there was some kind of mountain outcrop – like a tower – all by itself – near where they found the silver kobolds – and it were near the water, too – at least – something like that. The tower in the rock be like this here fortress – carved clever and hidden – you can’t see it from the outside well; just a tall rock jutting from the plains, as it were – but it’s already made, I think. Ask Brett, or the others – they’ll steer you in the right direction,” Oleg adds sagely.
You can arrive with the others as soon as you like – just let me know your plans with regards to your rolls – when you want to – and who you want to get to aid you.

"Hester Goodwyfe is quite a difficult character on the best of days, Bridget, and I cannot assure you that my words will have much or any effect on the woman. But, I will certainly speak with her as I have heard her committee has recently established a park and I would see that, as well. I will of course let you know how my meeting goes with her. If you have a desire to be educated, then mayhap I can assist you in this intention. Leave it with me for now and I shall attempt to arrange a tutor of some kind. Would this be something you would accept?"
After Bridget answers, Ry will take her leave.
"I must go now, Bridget, but thank you for seeing me for I know you are busy. I will try and come by DeVille's one evening for a meal and to listen to the band. I am fond of good music. I will send word to you soon, my dear. Take care now. Oh, and please pass on my compliments to Mister DeVille for ensuring safe working conditions for his employees and for staging such a successful and entertaining tournament in the Council's absence." She gives Bridget a quick peck on the cheek as she knows how demonstrative and affectionate Bridget can be and she doesn't mind it.
Seeking out Henry, Glaidus and Dior, she finds them and exits the establishment with her escorts in tow once more. "Mister Ironhorse, let us be away quickly. I would speak to you all back at your home and then I must return to the Keep and report in with the other Councilmen."

Bridget does not have any idea where the stones came from. Actually the rumor is that "no one" knows where they came. From their donation is the talk of the town - and it seems odd that such a large donation to a religious organization - but no "return address" on the package...
Some people have hinted that "they know who it was from..." - but when anyone presses the issue - the person is generally discovered to a braggart of a liar. No one saw who brought the stones - they were deposited in a place that could have easily be seen - but to drag the box of stones there would have certainly been an "obvious" action - someone must have seen something - yet no one seems to have.
Ironhorse points out that though he does not mind escorting you back to the Council Chambers - you are pretty much out of time to do anything if you intend to get back to the group for dinner. You simply don't have enough time for both.
If there is something quick - let me know - otherwise - you need to get back to the others so they don't become worried at your absence.

Sitting ever so still, belying the frantic motion of her thoughts inside her head, she speaks again, "Your suggestion of a district made wholly of religious communities - temples, shrines and healing centres -- sounds quite logical and practical. I support such a venture. However, noting the very nature of religion and the sometimes heated issues between various groups, I would suggest that the district be monitored. Elect and establish a neutral ambassador in place to listen to issues and concerns of the leaders of each sect. This will nurture trust and peace among the overall religious community and will foster even the most sensitive working relationships."

She pauses and folds her hands neatly in her lap and then looks back at the Holbyt. "I have a fine ear for languages, Mister Brett. I am confident your Lady Anuk-su's inflections will not disturb me greatly. In fact, I do speak Draconic if it is easier...
To Isani
”What – lass – ye missed out on half the fun of the south – if I don’t be mistook in my judgments. I met a few lads out of Katapesh, and Orision lands when I was back in my youth – they had their own meals – roasted meat on a stick – they called it “kabob” – and they had rices with sauces and spices – but, I never can get the knack right fer it up here – don’t have the right spices,” he adds with a somewhat mournful sigh.
Sadly – you have no knowledge of metalic kobolds, and only limited knowledge of regular kobolds – they are not generally found in many desert regions. You have heard a rumor once (via planes) that at one time all dragons made kobolds as servants to them - yet, if this true, you've never seen such things in the flesh, but - theoretically - there should also be copper, brass, bronze and gold - to say the least; but that is all legend - yet, here are the silver kobolds... Of Apsu – you would know as much as anyone on the subject – perhaps more – mainly through your knowledge of reading such religious texts (i.e. – pretty much the full description of the god out of the book). You rolled for Anuk-su – but unfortunately – you’ve never heard of the wars in the north, in her particular case – though you have heard of tales when knights have rode with dragons – and are familiar with draconic allies bonding well with knights. However, all your specific information on the subject relates mainly to Brass Dragons, and Bronze Dragons – sadly, you know very little of Silver Dragons; and nothing of the northern draconic clans and wars.
”Exactly,” Brett responds, about your idea about monitoring the churches.
”But – as it were – religious types can be making trouble, true – and ye hit the nail on the head! If we needed a lad, or a lass – to monitor the religious types – best get a person who’s skilled with talking to them – skilled with handling them – skilled with arbitrating with them – and can keep everyone in line; fair and square, as it were – make sure that everyone be just fine and dandy! Well, if we put all the churches and such together – the lad, or lass, that do the job only have to police a few blocks or so – rather then dodging all over town. Provided we got no evil gods – then everyone be able to play nice – just make one block for gods that favor good and chaos – one that favor good and law – one that favor neutrality – and so on – but you put the whole system in a tight fence, I say – and then keep an eye on things easy!” he adds with a grin.
Brett grins and toasts her with his own mug of beer.

Thankful for Henry's gentle reminder that she was hard pressed for time and had to return to the Keep, she turns to her escorts, "I am still interested in hearing what you have to say regarding the meeting I had with Hadad al-Kazeem. Would you both join me and the other council members for dinner so we may discuss your thoughts on what was said inside his tent?"
After Henry and Glaidus give their answer, she will get on her horse and ride hard back up to the fortress, Dior flying back of course. She would have to venture back down to the village on the morrow, so she may talk to the other settlers.
To Ariarh
Glaidus shall agree – but first he must retrieve Miss Anuk-su, who shall also be joining you for dinner – seemingly. Henry shall also agree to come – though first he must tell his family he has business. While Glaidus can and shall remain as long as you need – Henry asks that if he need only stay a few hours, at most – for he needs to get back to his family at some point that evening. But he can certainly make dinner, and talk for at least two hours or so. All of this takes them an additional ten minutes. You may be a bit late, but not too late to matter much.

I'm not sure exactly where it was, but there was a place away from the city where we found the silver Kobolds that overlooked a river, built into the side a mountain that had a passage above a tree. Although if Shay don't want it, and it's in a legal spot, I may want it for Kae's barony...

"Not a bad plan," Brett adds, munching on the food that has just come into the room.
"But, uh - if you don't mind me saying so - I wouldn't mind learning a bit about what everyone's been doing all day - we've all been cooped up in here doing paperwork - but the other's have been out and checking out hash all over town. "Well - what exactly did ye all see today - maybe we can put our heads together - figure things out - then go from there - and anyhow - that's how I see it," he concludes, hoping that everyone can now share their details and hard plans can be made on what to do next.

"Time is a resource that dwindles quickly. If your Council has other urgent matters to contend with, then how can a person be present in two places? To secure minor councils to oversee the various quarters would be efficient, and there would always be an ambassador present so the people will feel represented and heard. Your ruling council could meet at a designated time per month with the smaller councils. A proper communication channel will ensure you are kept abreast of all matters in your township and issues and problems will not slip through the cracks and fester. A fine idea, Mister ibn'Fayad." Quite correct - in fact, the temple was connected to Alaric's dream - when he saw a ship by the temple, apparently the river was much wider in the old days - and the temple was part of a larger town or village - the temple foundations - seemingly - all that remained.
Knowledge: Engineering or Nature for a quick tidbit about this.
Also - under the temple was a series of caves, most of them damaged and destroyed - but if you traveled back far enough you found a private room, and a tunnel that led about a mile or so to the north east.
The tunnel rose up inside a tall stone rock formation that - from the outside - looked mostly like a big cliff. The inside, however - was hollowed out - and rooms were carved inside - like a tower. The final floor had three windows - cleverly concealed - so that a person could look east - west - and south - but no one could see the windows unless they were looking directly at them - and that was not easy, based on the angle.
All in all - a fine place to build both a magical tower - as well as a new district. A building can be built pretty much anywhere - if the State permits it - but a building is by no means a district. If a person builds a building first - and another Council Member builds on top of the building - the building becomes part of the district - but it does not grant bonuses TO the district (see earlier notes on this stuff).
Remember though - to have the ability to build a new district you will need the required "base" of 30,000 gold pieces (earned along with BP - you can't spend it - except on your town, to buy supplies) and 30 BP.
You must also be a Council Member to claim land inside the national boundaries. You can claim land to build on OUTSIDE the boundaries - but that is a whole other story.
Good hunting.

The religion has no written lore or tenets, no temple or meeting place. Hadad and his brethren go to the homes of our people and preach to them in privacy, even secrecy, hoping to convert. Hadad himself has armed guards, more like thugs, and when I asked him why the need, he informed me that in other towns they have been threatened and accosted and forced out. They seek a place of acceptance where they can settle but something does not seem right about that. His group has moved from town to town, according to him. Apparently they seek to bring some of their homeland into Saravale and so they are actively pursuing their religion. He wouldn't say exactly what his religion was, apart from revering the old ways and the elementals. He repeatedly told me they were peaceful, yet peaceful men do not need to carry swords. Also, there are spellcasters among their followers, how many, Hadad would not admit to knowing. I find that strange in a leader -- not knowing the makeup of his flock. There was also some nonsense about he and I being special friends and I looking out for them. He kept repeating the words but I informed him I did not develop relationships that way and held no favourites. I must admit I took quite a dislike to the man without obvious evidence."
Turning to Ironhorse and Glaidus, "Henry Ironhorse and Glaidus here escorted me into the cultist camp for which I am grateful. Mister Ironhorse, Glaidus, can you please share your thoughts on what you saw, heard or felt during the conversation with Hadad al-Kazeem? In this matter – Glaidus will defer to the Ironhorse’s expertise.
”Well – first of all – the man we met who was leading this organization – he said his name was “Hadad” – but I don’t know if that was true – I didn’t trust him myself,” Hank says, taking a bit of cold meats and bread and cheese and making a sloppy sandwich to munch on.
”He seemed a bit too pleased with himself – a bit too slick, if you understand me? Almost as if he was trying to be so sweet it was making your teeth hurt, if that makes any sense.”
”Anyhow – he talked a fine speech on how he wanted protection for him and his folk – because he was worried about vandals and damage to him and his property. So much so that he’s got an armed escort hanging off his shoulder,” Hank adds, taking a big bite out of the sandwich, then a gulp of beer.
”Glaidus will back me – but did you see that bruiser? He’s done killing before – that was for sure! Hmph! The lad Hadad called the bodyguard a “Gentle Giant” – what a load of dung. That man in black would have killed us as soon as look at us – if he were told to – you could see it in his face, and his eyes. Little things – they way he rested his hand on his sword – the way his feet were poised – ready to spring into action – and he was always moving slightly – to tack his place to give better balance – better action – he’s done fighting before – that much I could tell,” Hank adds, taking an apple and beginning to cut it up into slices.
”As for this Hadad lad – maybe he means well – but the very way his church works – if church is even the right word for it – lends itself completely to secret meetings, with men carrying weapons and arriving in secret at various houses – nothing’s written in their religion he said – it’s all word of mouth. How can you monitor that? How can you keep an eye on things? How you know what someone is up to? If they sneak out to some lad’s house in the middle of the night to “preach” – maybe it’s all right – but after seeing that bruiser he had at his beck and call – somehow I doubt it.”
”I can’t say much for his faith, neither – this whole business about looking above – or beyond – the gods – that sounds well enough, I suppose – but where does it leave you? Them that believe that rot will start saying – like as not – that the gods be, by nature – blasphemy, eh? Suddenly you get a bunch of confused converts thinking that a temple be something that is a blight to the “True Nature” of the universe – or something like that – then they come in – sack the temple – burn it – and kill the “Infidel Priests” – and next thing you know – you got no more priests or temples. Where does that leave you?” Hank adds, with another drink of his beer.
”I should say – it leaves us needing someone to heal us up when our wounds are bad right quick,”Glaidus answers wryly.
”You said it – but if there’s no priests or clerics to do it – then who? Why – I reckon none other then the very folk who instigated the whole sacking the temples, eh? Then they can move in and set themselves up as the new bosses of healing, if they want to – and folk will need to look for them to know more sooner,” Hank retorts.
Brett takes a gulp of his mead, and considers a moment.
”Huh – just like the words on the stones we done read – about sorcerer kings setting themselves up as some kind o’ gods – and ye saw what it did to the folk down south? Blasted with fire from heaven, they were! Now ye got that kind o’ lot creeping up here?” Brett, seeing that everyone is looking at his statement about the rocks you deciphered, suddenly waves it off.
”Never mind – just thinking out loud, go on Henry,” Brett adds.
”It’s alright Brett – nothing else to be said. That’s what I saw – and that’s what I think,” Hank adds, as Glaidus agrees with him.
They all wait now for the next topic – and to see if Henry is still needed for anything else.

Don't know much about this Koda cult myself," Brett says, slurping some soup "But about this plan to make a dam? How high does it need to be? I mean to say - well - let's say ye decide to make the dam like - oh, I dunno - twenty feet up? Now - that ain't going to do us nay good whatsoever with regards to using the port, and the ship yards - and all that hash - but if ye make a twenty foot stone dam - it may at least drown out the swamp and drown in all the little crawling nasties that by living in deep tunnels - and, if it don't drown up right and good - it may at least trap 'em from sneaking up - we just got to start making a good spillway fer the dam on the south side - then, we get the chance - we build the wall to the dam higher and higher - make sure the water can flow under an arch, as we need it - then we shut the dam gate - and let the water reach the top o' the stone work - then open the gate - and let it flow out a little at a time - just enough to keep things steady. Every month or so we can keep the wall getting higher - and in a year or two - why - we have enough to make the shipping easy - but meantime - we can maybe get that dam floodgate started and maybe get twenty feet high wall put in place next month at least," Brett adds, taking another gulp of mead, glancing around at you all.
However - he says little about the Pesh shipment - preferring to hear all he can before he makes any rash decisions.... He is also somewhat curious to know more about your mysterious "source" - but doesn't push the issue at this time.

Laws help to protect the people and allow those in authority a framework within which to rule. I would even suggest that be the most pressing task. I have given my assistance on the laws themselves and am happy to help in any way I can with them but it should be done.

Each item takes 3 rounds to handle and inspect.
Shaezon's bonus to spellcraft for identifying = 6 ranks+4Int+3class skill+2 feat+ 2 Elf racial trait +10 Identify spell = 27. It's a high number, so I just wanted to break it down for you.
1. Magical Bow with a symbol of Erastil on the hilt -
Spellcraft +identify 1d20 + 27 ⇒ (17) + 27 = 44
Appraise 1d20 + 8 ⇒ (6) + 8 = 14
2. Six golden leave - also magical
Spellcraft +identify 1d20 + 27 ⇒ (17) + 27 = 44
Appraise 1d20 + 8 ⇒ (5) + 8 = 13
3. A basket woven of thin branches, like a cornucopia.
Spellcraft +identify 1d20 + 27 ⇒ (16) + 27 = 43
Appraise 1d20 + 8 ⇒ (16) + 8 = 24
I've made quite a few wizards, so Feel free to ask questions if you need. Assuming Galen has at least one point in spellcraft, and he should, then his bonus to help will be a minimum of Int +4 (1 rank +3 class skill). Also, I'm thinking that Identify is in his book, so he may be able to add another +10 if he has it prepared.
Edit: Well crap. It appears as though I made the DC without help. Though I would still seek help before hand just to be safe. I suppose circumstance was on Shaezon's side. Perhaps he just happened to have read something pertantant by happenstance and didnt realize it until he handled the items.

"Humm..." Shaezon says thoughtfully, "...I may just do that. I find Brett a bit difficult to talk to, but that most likely is because we share few interests. Perhaps asking for his help on this matter will help us get along better. Thank you, Oleg."
Shaezon coughs a bit and covers his mouth with a cloth.

Quite correct - in fact, the temple was connected to Alaric's dream - when he saw a ship by the temple, apparently the river was much wider in the old days - and the temple was part of a larger town or village - the temple foundations - seemingly - all that remained.
DIBS!!!

            TO ALL
In moments - dinner is served, and the entire council is able to formally convene - with their new guests. Though things are a bit snug in the "council chambers" - you are all able to squeeze in.
Who's up?
Stopping just short of the council chambers Shaezon turns to look at his apprentice.
Galen is dressed in dirty brown breeches and similar shirt and obviously old boots.
Shaezon addresses him "Do you recall the cantrip that you used to make the dragon trinket? That particular spell has quite mutable property. I want you to bring forth it.s magic and concentrate on cleaning yourself from head to toe then use that same power to straighten out and brush your hair back."
Galen Nods and though it takes a moment of difficult concentration, he begins to call the power with clenched eyes and great effort, which washes over him removing dirt and grime then brushing his hair into something resembling managable, though still unruly though endearing.
Shaezon watches quietly as his apprentice cleans himself for presentation to the council. Though his clothes are still not of fine make they are clean and servicable. Though now his groomed apprentice now stands in perfectly circular ring of dirt.
Chuckling slightly "Well done apprentice. Your form needs a little work, but overall quite impressive. In the future though it's best to send the dirt out the window or at least off to the side. When you're technique gets better you will learn to send it off in all directions in small particles so that it will blow away on even the slightest breeze." Patting the boy's shoulder and smiling shaezon adds "Well done. We're about to deal with one of the most dangerous games I know, Politics. All in all this is a good group, though I do hate the drudgery that is social protocol. Perhaps you will show more skill at this than I."
With that Shaezon will enter the chamber with Mister lounging lazily across his shoulders. He is followed by a teenage human in mousy brown breeches and shirt made out of similar material, though the clothes are not of fine make, they are immaculate.
I'm going to read a few posts up and assume Shaezon hears that before he speaks up.

Hello, I am Shaezon SIlverfall Wizard of the third circle. I would also like to formally introduce to the Council my newly acquired apprentice, Galen."

"Master Brett, I have a question for you that Oleg suggested I ask for your expertise in. Essentially I'm looking for a location to set up shop, to to speak. I want to found a school for the magically gifted. The long term benefits to the country should be evident. However, what I lack is a good idea of a location for such a place. Somewhere away from the city, I think for many reasons. A mountainous region, as in time I would like to put in a giant eagle aierie, would be preferred. ALso, if it had some sort of structure like a tower that would save time. Though I suppose move-in ready is too much to hope for." Shae chuckles at the last part. "I'm informed of your love of maps and was hoping you might know of somewhere. Do you have any thoughts on the matter?"
Also how does one formally claim land outside the city?

laws
"Arasmes is correct, we do need to ratify a set of laws so we have something concrete to base our actions on. I would suggest adding to the list of Misdemeanors and Felonies, depending on what is being sold "Distribution of Dangerous Substances" and write up a section that included various Drugs, Poisons, perhaps some more dangerous weapons, with the caveat that Licenses can be acquired from the council. That way we know where these substances are going, and can track them."
based on the premiss that use of fiends is [Evil] with the [evil] discriptor in this based on Dain's comments through the NPC known as Aliento
"I would also like to once again propose my previous ban on Calling fiends, and note that the use of fiends to commit crimes causes that crime to carry a harsher penalty. This accounts for the difference between calling and summoning, and there is no penalty if no crime is committed. There is of course the potential for a binding to be necessary, which the council can decide on and allow, such as for interrogation." Kae looks to Arasmes, Shaezon and Clari at this, as the former two were reluctant to have an outright ban on what they can summon, and Clari, hoping for her approval, considering she is likely less forgiving of Diabolism than he is.
Then looking first to the other ladies present, he asks "Miss Isu, Ry, what is your opinion on the creation of undead being treated as BInding? I do not know much about it, Undead and their ilk, but what i have seen, the creatures are expressly evil, and abominations that must be purged, if one is to believe Sir Dashan and that old dwarf priest Kolgrimm. What is your opinion on the matter? Any who have knowledge of undeath, please speak up, I'm utterly ignorant on the matter but feel that it is important to address."
RE: nasty neighbors in the swamp
"Over the course of the coming years, I would strongly support the construction of the dam. First and foremost, we should build a spillway, of course, allowing us to continue construction and regulate the height of the lake. I am no engineer, so i do not feel comfortable making decisions about it, but as a matter of security, we need to address the threats down there."
He pauses a moment, considering, "Now i am not dead-set about the idea, but I feel that before flooding the swamp, it may perhaps be prudent to explore it, GIve us the chance to collect any potentially valuable and powerful artifacts, as well as ensure we won't have an underwater society developing under our city, that is impossible for us to attack. Undead would not need to breath, correct? so flooding the lake before purging them does not really solve anything, but instead makes it harder to fight them...
Grishank: there will be more to say later, but briefly
"I have been attempting to use Grishank as an asset, gathering intelegence, Keeping tabs on who has what sorts of dangerous substances, what is going on in the tent city, and in the underbelly of our capital. So far he has given some good information, I have gotten most of my information about the Black Koda from him, he is the one that told me abuut the pesh shipment. He told me of a rumor that one of the old members of our group was working against us, as well as some more minor dealings of individuals like Bob THumb, and Otter."
From the meeting a WHILE ago: Grishnak doesn’t know the particulars – but he he’s got his ear cocked. Rumor is that there’s a former member of your crew who’s got their eye on this place, and is holding some sort of grudge. No one knows who – but the rumor is that someone who once had a Charter from Brevoy to do work in this land – setting up a colony and so forth – is now on a personal mission to recruit folk from your very town and try to cause trouble for you down the line. You don’t know who that is – or what they’re up to – and the rumor may not even be true – Grishnak will keep his ear open for you though.
"His information has been useful, and he seems willing to cooperate, but being out of town so much i have been having trouble keeping him reigned in. We can publicly punish him, fine him, etc, as he has been uncooperative, get him to fall better in line with the Council, while still giving him some leeway to do his business and use his network to continue gathering information, as well as collect a tax on his business. I think he can be a valuable asset, with some careful handling. I am sorry I did not bring my dealings to your attention sooner, but i wanted to have something concrete and useful to show for my work, proof of his usefulness."
On another note, I've got too many extracts knows. I'd like to drop Comprehend Languages and Detect Secret Doors, and take Disguise Self instead.

Though their are some spells that create temporary undead. The latter are not true creatures, but magical constructs that disperse at the end of the spell with no lasting effects. You may want to use the phrasing 'creation of permanent undead' to describe the prohibitation. Temorary undead work much in the same way summoings to and permanet udnead are more like bindings though, that is a gross oversimplification."

Magus uses the same spell list as wizard and should be no problem. I'm not sure that alchemists and wizards can swap recipes. They have entirely different spell lists even though there is some overlap they're different mechanically.

Arasmes looks around at the back and forth and says This is an aside but it is imperative that a system of laws be ratified as soon as possible. Laws help to protect the people and allow those in authority a framework within which to rule. I would even suggest that be the most pressing task. I have given my assistance on the laws themselves and am happy to help in any way I can with them but it should be done.
"Aye, drafting and ratifying the laws should be done in the next day or two. As part of tonight's discussion we can start coming up with the precise wording of the laws and can note them down for formal drafting."
Facing the visitors but speaking to all present in the chamber,
"I mean no disrespect to the southern visitors present in the chamber but I think we should discuss such laws privately and we should allow our visitors the opportunity to be shown to their rooms and rest after their long journey to Saravale." She looks at Khromm, Isani, Lazurien and Clari and gives them a genuine, respectful smile. She knows that such business should not be conducted in front of strangers (those not in authority) and it would give the council and their appointed advisors and dignitaries time to speak freely among each other without outside input or interruption.

Grishank: there will be more to say later, but briefly
"I have been attempting to use Grishnak as an asset, gathering intelligence, Keeping tabs on who has what sorts of dangerous substances, what is going on in the tent city, and in the underbelly of our capital. So far he has given some good information, I have gotten most of my information about the Black Koda from him, he is the one that told me about the pesh shipment. He told me of a rumor that one of the old members of our group was working against us, as well as some more minor dealings of individuals like Bob Thumb, and Otter."From the meeting a WHILE ago: Grishnak doesn’t know the particulars – but he he’s got his ear cocked.
Her eyes turn sharp at the mention of Grishnak and Kae's obvious unrepentant attitude when it came to the half-orc.
"I have heard news from the village, brother, in regard to your business dealings with Grishnak. This matter requires further discussion but only among the council members: you, I and Brett. It is a subject that requires attention and I am sure we will include our advisors on this matter very soon. For now, I would keep it Council business only." Her voice is business-like and crisp and she maintains eye contact with Kae. If she is disappointed or angry, it isn't entirely apparent to those in the room due to her professional demeanour.
