While the latter is intriguing, I’m not sure either one has specific merit as far as party balance goes.
I suppose I can just run with a pregen Barbarian, if the roster doesn’t bulk up.

Apologies for my general silence here. My son managed to total his car (without injury to himself or anyone else--or damage to the other vehicle, which is what happens when a Civic hits black ice and slides into the back of an SUV--all the crumple zones did what they were supposed to), and my wife and I have been working on getting him a new/used one. Will try to get back onto a regular schedule tomorrow.

It is a racial trait from Inner Sea races:
Dhampirs—Heir to Undying Nobility: Descended
from undead nobility, perhaps from Geb, Nidal, or
Ustalav, some dhampirs inherit a bit of their ancestors’
ability to control living beings. They can use command
and charm person each once per day. This racial trait
replaces the spell-like ability racial trait.

OK, the mechanic for this particular task is not entirely intuitive. Given what you're planning on doing, you have to come up with an appropriate set of skills to use for preparation, execution, and in case of something going off the rails; and then make the right checks. For example, if you want to fit in with the regulars (though this is not the best time), you could use Bluff, Disguise, or Stealth. What sorts of things are you going to do to prepare?

Well, my plan was to just sit there and look as innocuous as an exotic-looking weirdo with a huge sword and a crazy mask possibly can (perhaps engaging another party member in some parlor games), but when the time finally comes, use my erase power to screw with whatever business deals our marks try to write up (as a spell-like ability, it has no visible spellcasting components and my use of it is unnoticeable) - or failing that, their restaurant check. I also have the lock gaze spell prepared, in case that can somehow be useful.

That presumes that the information will be written and not just verbal. Remember that Delroya wants to keep the Kortos agent from telling the Aspis agent about her plans to divert the drug shipment, and to have that happen without the Society being implicated. All the Kortos agent needs to do is tell the Aspis agent, and then the only thing you'd be able to do to salvage the situation is kill the Aspis agent without witnesses.

Like I said, there's only so much I can do here. Still, maybe I could mess with their bill from the Oyster - others would need to make the most of it, but that could be a good way to cause a scene.

Well, that or scout the area. You've got Climb and Swim, so you can get around the perimeter of the building well enough.

I think the plan should be to disrupt the meeting altogether, either by finding out who the people are and impersonating them or shutting down the tavern in general.
Let's see if we can figure out who they are first (Diplomacy seems best in this case; and we have Diplomacy in spades).

Shutting down the tavern is a possibility; Xukong's Knowledge (Engineering) check could help you there, depending on how catastrophically you wanted it shut down, IYKWIM(AITYD). The catch is that you're here well before the appointed time, and hanging out for several hours is a good way to be obvious.

The result of the Hex save determines whether or not he must reroll on the Charm save, so your Hex save must proceed it. Make sense?

Lekku, the question was about the mesmerist stare. The order is:
1) Karayan uses his mesmerist stare, giving the man a -2 on his will saves
2) Muusa hexes him: he has to make a DC 15 will save, taking into account 1)
3) Karayan casts charm person: he either makes 1 or 2 saves, depending on 2). In any case he has a -2 on his will saves because of 1)
