Not an expert by any means, but a couple of bits of feedback that might help you work up something for the GM to look at.
1) You don't need both affects corporeal and affects incorporeal on the attack at the same time. You should set up your attack as an array power, with just one of them. For example, if you set the main power of the array as the attack affects incorporeal, then that means that you use that power when you're a human, and you can damage ghosts while in your corporeal form. Then, when you become incorporeal, you switch to the array slot that buys the same attack with 'affects corporeal' and then you can affect corporeal beings while being a ghost. When you're incorporeal, you can affect incorporeal, and the same thing for corporeal.
2) You can't, to the best of my knowledge, reduce a power to 0. I think if you reduce it from 1 it either goes to 1 per 2 ranks or stays 1 (I'm a little iffy on that one) per rank.
3) The Measurements table has the speed on it. For speed, it's 0 ranks 30 ft, 1 rank 60 ft, 2 = 120, 3 = 250, 4 = 500, 5=900, 6=1800.
So, for example, my character has flight 6, and can move 1800 ft per round flying (120 mph). To determine your MPH speed add 9 to your speed rank, and take the distance for that rank (In my example, 6 ranks of speed + 9 ranks of time (1 hour) = 15 ranks, 15 ranks of speed is 120 miles, or 120 mph).

Ok, follow-up question.
So using the array, it seems that balancing it will be difficult, since the Affects Corporeal effect is +1/rank, while the Affects Insubstantial effect is +2 flat. So if I have three ranks in Damage, does that mean I have to choose another thing to go with Affects Insubstantial? Or does my base rank go up one?

No, it just means you make the more expensive one the primary power in the array.

Amos Anders was born with a downright insatiable curiosity. He had read the entire library by the time he graduated from high school and it was often joked that he held every secret in the school under his trademark cowboy hat. How little did anyone realize how right they were.
See, Amos has a gift. A gift for finding out what noone else wants found out. A gift for secrets. He loves finding them and keeping them (or letting them out as necessary). Thankfully, he grew up in a nice, stable home with two parents and a white picket fence and the whole nine yards that steriotypically produces a nicely grounded young man with all the idealism of a world of priviledge. It would be insufferable if that particularly grounded young man wasn't also aware of every little dirty secret in town.
It would be dangerous if he weren't bent on doing the world some good.
It would be Criminal if he failed to see the point of privacy laws. And failed to obey property laws. And violated Attourney/Client privilege in ways that only a mind reader can. Ya know, sometimes the Greater Good can really get a guy in trouble...
But Amos had a little secret of his own. He had developed powers. He could read minds, yes. But also, for him, doors and windows were... suggestions, let's say. How and why were questions that could not be answered at this time, so he went with it. His body regularly just flowed around things. As he got a feel for this ability he found he could squeeze through smaller and smaller holes until only his mother's air tight cookie jar stood in defiance of his power, as it remains to this day.
So, here he was, on the steps of "a new school and new opportunities", as the judge had called it.
"Well, it was bound to happen at some point. Let's go find the Underbelly." he mutters.

Kanna Tanaka was only 7 years old when her parents moved to the United States and was only 8 when she was in the car accident that claimed her right arm. For many years, she learned to rely on her left hand, but her father, a leading scientist in the field of cybernetics crafted a bionic arm to replace her missing arm when she was 16 years old.
Kanna, already a martial arts expert, knew that she must use her strength for good, not for personal gain. She joined the Claremont Academy to hone her skills and to form relationships with other supers. Unlike some of her peers, she does not hide her identity or take pains to look "normal." She displays her arm openly and is happy to allow the curious to examine it.
She prefers to avoid fighting and tries instead to talk her way out of fights, but is more than capable of defending herself should the need arise. She has a black belt in karate, jujutsu, and aikido and was a cheerleader in high school.
Note: The fighting styles in her advantages are simply for flavor. They come from the GameMaster's Guide and are merely a collection of advantages that represent the fighting style.

Addiction: Stimulants: He was placed on a number of different drugs for ADHD when he was a child. The various stimulants never really helped him since the problems were larely the earliest manifestation of his prowers. As he grew older though he began to find himself attracted to stimulants more and more. Caffine is the easiest to get hold of and is something he consantly uses, but he's used pills before in order to get the same rush.
Motivation: Thrills: He's a thrill seeker first and foremost. He loves using his abilities and take pride in being different because of it. He pushes himself into positions that aren't always advisable because not to would "be boring".

Zackery had always been quiet and unassuming, content to watch and listen and do what he was told. He had little to no desire to play with others, his age or otherwise. His parents just assumed he was an introvert and thought little more of it. He did reasonably well in school with little effort, and was very active in all manner of sports despite his asocial behavior. All-in-all he seemed to be the ideal child. What his parents didn't know was that at night, he would shed his material form and explore the spirit world.
Even he doesn't know when it started, from his earliest memories he'd always had the dreams. At night when he slept, he heard the voices of the spirits around him. As he grew older, and was better able to communicate, the spirits took notice. They began to seek him out, interested in the boy who was both mortal and spirit. For the most part, they were friendly, and kept him from the more malicious denizens of the spirit world. However, during a cruise around the Carribean, at a stop in Coatzacoalcos, he met a god-like spirit called Xiuhcoatl. While initially irritated by the intrusion, the spirit eventually grew interested in Zackery, and rather than eat him, decided to tutor him instead.
The serpentine spirit's looming presence over his life did not seem to make him upset or nervous though, but rather filled him with a sense of focus and determination that he had thus far never displayed in his life. Under Xiuhcoatl's tutelage, he began to experiment more and more with his powers, developing the ability to enter the spirit world even when he wasn't asleep, and improving his control over his body and his spirit. This unknowingly brought him to the attention of the staff of Claremont Academy, who sent their own spiritually-oriented teacher to measure Zackery's potential. Eager to improve himself, and with Xiuhcoatl's blessing, he enrolled with no hesitation.

In the power description it includes things like extradimensional entities, undead, demons and/or other supernatural entities. I'm not sure how you plan for cosmology, but in Pathfinder terms basically he can communicate with entities inhabiting the Ethereal Plane, which I'm calling spirits, and nothing else (so no demons or anything from whatever other dimensions there are). Let me know if I need to change this to something more appropriate.

Generally modest and not particularly fond of finding himself the focus of attention, he is nevertheless easy-going, funny and witty, even if on occasion that wit of his does take on a dry or snarky quality. Despite his natural affinity for athletic endeavors, he is more of a nerd at heart, preferring books, videogames, (not necessarily good) movies and TV shows and the like, ideally in the company of friends, to sports games, parties, clubbing and such.
He was returning home one night when he heard someone shouting; he always did have good hearing. Following the sound he came upon three men, hoods over their heads, attacking an older woman. He did not have to think twice about what to do, though if he had, he might have found it perhaps a little odd that he felt not even a hint of fear. He quickly approached the scene, calling out for the muggers to stop. They did, at least as far as attacking the woman was concerned. But they turned their attention to Michael. One of them was holding a club of some sort and wasted no time, closing the distance and swinging it at his new target’s face. The result was not what he expected, as it was the wood that broke and splintered into pieces, while the young man noted that it did not even sting. And next thing he knew he was picking the attacker up by his collar, effortlessly lifting him off the ground with one hand before casually flinging him away. The other two muggers immediately started to run; the older woman did the same by the way, though in the opposite direction. Michael ran after the two men, easily catching up to them. It did not really take much to subdue them; simply lifting both of them and knocking their heads together seemed to do the trick. An anonymous phone call later and they were in police custody, still unconscious. Michael on the other hand was already home, heart racing, but not out of fear. Out of excitement and sheer curiosity. But mostly excitement.
At first he said nothing to his parents, unsure of how to approach such a subject. It was not like super-powered men and women did not exist, lifting cars and flying through the sky, but even so, how exactly do you tell your mother? “Hey mom, let me lift that bed for you so you can vacuum the floor a bit more easily? Oh, sure, I can push that nightstand out of the way with my pinky. After all, I only need one arm for the bed.” Well, you know what? That is exactly how he did it. He expected perhaps some shock. Maybe a bit of awe. Not mild surprise followed by getting back to vacuuming. How was he to know that super-strength and more ran in the family?
His mother told him that he was not the first member in her family to develop such abilities. Though a very rare occasion, he had heard stories from her grandparents who had probably heard them from their own grandparents that once every more than a few centuries one of the children in her family would be gifted, with those gifts dating back to ancient times and ancient Greece. Sometimes it would be a male child, other times a female, but each and every one of them had the potential for great power, even if not all of them had lived long enough to realize that potential; heroes tend to make enemies quite easily. Although she was not sure of this gift's origin, the truth having been lost in antiquity, she did say that it had been quite a long time since the last such birth, from what she had been told anyway.
Life went on after that revelation pretty much in the same way it had before it, barring the occasional act of vigilantism and of course trying to get used to his abilities. However, as the time for the exams that would get him into medical school was approaching, Michael shifted his focus more towards studying rather than his powers. Still, his choice paid off. But even so, he could not help but wonder how much good he would be able to do if he managed to develop his powers further. But could he do so and not neglect his medical studies? He was not certain, but he knew he had to try. And from what he found after some research into schools, there was one such academy that might help him pursue both callings.
He soon found out that it would not be so easy. After all, each was a considerable task on its own. Imagine trying to balance both.

I wanted to make a small adjustment on Triad, I put a limitation on duplication so that all three are affected by mind affecting, since they have one mind. But because it's a mind used to operating three bodies, I gave second chance for mind control, mind reading, emotion effects and mental attacks.

I just can't come up with any specifics on a backstory. I wanted the char to be a scrawny kid from India who was really smart, teleported and supported the group with inventions and stuff. Kinda anti-social but in the sense that he was used to not fitting in. Normally sporting a slightly baggy hoody (because of his frame) and decently large noise canceling headphones. And for some reason I can't explain, I picture him with a toothpick often.
The why of the character is what I can't come up with. He wants to be a hero support person to work further on researching and learning whatever. And getting out of India is a pretty solid start.

His people were spit upon, treated with contempt, considered 'untouchable', as one would consider animal waste. Rodion tried to ignore this, but his childhood was hard, and poor, and burning resentment began to fester, as it did with many of his family and friends. But during unrest, his family home was burned and his parents and brother killed by those who hated those like him. His sisters were raped, and only a UN peace keeping force saved him and his younger sister, arriving minutes too late to save the older. Well, the peacekeepers, and his own burgeoning powers, which shocked him and the attackers.
This should have cemented the hatred and resentment, but instead, something else happened. The UN people were a miracle for young Rodion, they did not look down on him, they looked down on those who had attacked his family. They arrested the survivors, and he and his sister were rescued, and given refugee status by the United States. The selflessness of the UN protectors, who had come in and saved him and his sister, people considered worse than animal waste by those who attacked them, left a lasting and ever felt impression. Determined to do what the UN protectors had done, to help those who were downtrodden, those who were judged by a stick that had no meaning, Rodion vowed to grow up and help others.
Among the peacekeepers was one with powers himself, who recognized Rodion's growing potential, and quietly recommended a special school...

I added a paragraph to help ease Rodion into the concept of joining the school so that he doesn't have to be treated in some ways as a special case.
