Now I am also questioning, does everyone get the extra 4 Fame or only those who have the Scoured Stars Veteran boon (and do they need to have had it slotted)? It only mentions the Veteran boon for the additional but it is kind of implied, which I only got on rereading it.

That boon only applies to characters that reached level 2 due to the Scoured Stars Veteran Boon. It doesn't have to be slotted. You would first apply this chronicle, then one experience at a time apply that boon.
