Well, it could be that he is tracking someone. Lazar is usually on the pursuit of undead, so maybe he's heard of the Whispering Way being involved with the werewolves, and came here trying to get some info on what is cooking. He's not technically a ranked Crusader, but he usually works close with them. Or maybe he was approached by Judge Daramid herself, after talking to the group. After all, Professor Lorrimor also taught Lazar, in a way.
