Hello all, this is my first time on this board, so if I'm posting in the wrong place please let me know!
That aside I was wondering if it's possible to build a Goblinmancer. Same idea as a Necromancer, controlling minions, buffing them, summoning stronger minions, the general gist.
Is there a way to do this with Goblins?

I have no idea if there is any 3rd party material that would cover this but reflavoring the necromancer (only released as playtest currently) would probably do the trick.

I've seen bits and pieces of it. If I'm not mistaken, it works on the new thrall mechanic, summoning and sacrificing them to do a multitude of things. I could definitely work, I would just be hard pressed to figure out an explanation for them all being undead.

The spiritual leader of a now-destroyed goblin tribe, summoning the spirits of their former tribemates to get revenge on the longshanks, or whoever else, killed them all, maybe?

Make it a Runtboss Hobgoblin that summons goblin spirits for bonus points.

Or, re-flavor. Talk to your GM about your concept and dropping the undead tag from your thralls and actions (still be a runt-boss) and instead of undead, you just have a mass of gobbos who pop out randomly do cartoonish things and vanish.
answer any question of "Is that Goblin dead" with "You would be shocked with what a goblin can live through" (which is very accurate).

The concept of the necromancer isn't even well supported in PF2.
Having multiple minions doing things just isn't something the game really wants you to do.
Even the new necromancer class that's coming out is less like actual NPCs that take actions, and more like spell effects with a duration.
Minion master builds were a HUGE problem in PF1, and the developers have rightly locked down such things. There are ways to get multiple minions, but you can't really have more than 3 and the wont be very effective either (and if you have 3 you wont have any actions for yourself, as you need to spend your actions to get your minions to do things).
If you're okay with the new Necromancer general aesthetic, find a suitable way to re-flavor it is probably the best bet. But it depends on how you feel about the mechanics of that. There are lots of people who absolutely hate the new Necromancer because they want a minion-mancer build, and it's just not a (wise) thing in PF2.

Claxon is definitely right. You won't really be able to do a genuine zerg-rushing minion-master build. The system won't allow for it. However... flavor is free, and with a little imagination... Whatever class you play, especially spell casters, it wouldn't be hard to reflavor all of your spell effects as your little Gobbos popping up and causing the spell effect, before scampering off to whatever hammerspace they popped out of.
Is your character a wizard, or are they just really smart and coordinated a bunch of goblins to throw bombs to make a fireball?
Are they a cleric or can they just summon a goblin nurse who stitches up their friend in combat.
They say they're an heavy weapon Magus... but I'm pretty sure that's a goblin with a flame thrower at the end of their maul.
You follow all the normal rules, but when describing how your spell works, you just say "Goblins did it".

Absolutely a viable option as long as your table in on board.

For what it's worth, while not really a horde build, when my Beginner's Box players insisted on recruiting the last living kobold, I reflavoured the cat animal companion (or account of getting sneak attack) into a kobold, swapping traits out, and gave one player Beastmaster as a free archetype to control her.
She was a great hit with the players, though some of it was due to other factors (they proceeded to play AV with a 1 level advantage, meaning she got striking runes ahead of the rest of the party from mature animal companion, making 'Enga crits' a meme for quite a while due to outdamaging everyone).
