So if you must know, the inspiration for this is the Stone Mask from The Legend of Zelda: Majora's Mask.
A basic description for its powers is that it makes the wearer as uninteresting as a basic rock in a field of rocks. You are very much still visible though, as some creatures (minibosses and bosses) can still see you, with the Gerudo Pirate minibosses claiming something along the lines of the mask being impressive, but it won't work on them, suggesting they can easily make their Will Save to disbelieve the illusion, due to being powerful enough to count as a miniboss.
Now I don't want to make the mask necessarily. I just like the concept of not actually being invisible, but people THINK you are invisible.
This means it wouldn't be a glamer spell like the normal Invisibility spell, as you aren't actually invisible.
Is there any way to do this? I'd also accept the ability having an HD limit, like how the Sleep spell does, if there is a way to do that instead.

There's a few things like this. It's kind of like a mix of fascination, where they're distracted and distraction, but also a phantasm where you're just blending in.
The key is to figure out what it can do or how it works. If it makes you uninteresting, then doing anything out of the ordinary should break it, like fascination breaks if you look threatening or maybe even have a weapon out. Maybe if you enter a restricted area or start picking a lock or casting a spell.
It's likely a Will save. Something that either makes the targets (or people in the area) momentarily distracted or look away and/or makes you unassuming.
Maybe a combination of innocence and illusion of calm (but without the duplicate seeming to stand in place).

The effect of pretending to be something else is more likely under transmutation. (eg:Tree Shape and Meld into Stone)

Honestly, this version was pretty much unusable* and subsequent editions changed it to work like the classic spell (bending light rather than affecting the mind directly), removing the 'I can still see you because either I made my save or you failed your check'
*Admittedly, the major hangup was needing to 'contact' the mind of each of your targets individually before even attempting to make something disappear...

Just boost the effective spell level up at least a few levels, replace the "can't attack" with a "must ignore" restriction on a failed save, and change the name to SEP Field Aura...

I always thought it would make sense if you could hide in an illusion, but you'd effectively blind yourself because if others can't see in, you can't see out. That way it can be used, but without it becoming a level 1 spell giving you the benefits of greater invisibility for multiple allies while being unaffected by See Invisibility.

Yes, it depends on the image. It has to be bigger than you (or at least, big enough to cover you. Just like you could hide behind an illusion of a wall (obviously people on one side can see you), you could create an illusion of a crate and crouch or stand there (depending on the crate height).
Assuming they didn't examine it closely or touch it, you are in the crate. Obviously if you make noise they can hear you, just like if you were making noise in a normal crate (but there's no actual crate to muffle noise, so they'd probably have no penalty, unlike trying to listen through a door or real wooden crate).
As the caster, presumably you automatically disbelieve it, so yes, you can see through the crate (seeing it as a hazy outline). You could target and shoot at anyone you wish unrestricted. Now, if they see spell effects or arrows flying through the sides of the crate, that will probably be suspicious and they can call for a disbelief check (or examine it and get one as part of that). If they fired at you (or the crate and the GM determines it might hit you), then you would have concealment but not cover obviously. They would see their (ranged) attacks going through and would likely receive a good reason to think the crate was an illusion. If they ran over and swung a melee weapon at it, it would pass through and the feeling of no contact (as opposed to seeing something else pass through) would likely automatically reveal it as an illusion, at which point they'd see you inside a hazy outline of a crate.

That sounds like a Suggestion or Mass Suggestion where you tell people "Completely ignore all signs of my presence."

The Hidden Presence spell pretty much does this, but only for a select number of targeted enemies. There is also Aura of the Unremarkable, which doesn't make you invisible, but does make people in an area regard whatever is happening as normal and unworthy of concern.

Just keep in mind that regardless of levels, at minimum around 1 out of every 20 people around will notice you (by rolling a 'natural 20' on their save). On a more practical level, your saving throw DC just isn't likely to be high enough to work against appropriate level foes a significant majority of the time (even if they need to roll a 16+ to succeed, that still means a good quarter will notice you on average).
This is why Invisiblity works the way it does: If each observer got a save to resist, it would fail pretty quickly...
What you are describing in your original post is more of a 'automatically works on minions (no save) but not against bosses' which isn't really mechanically supported in this game.
