So, page with boon says:

Avid Collector - Guns Weapons Select an uncommon item from a curated list of Pathfinder Guns & Gears options; all of your characters have access to it. Can be purchased multiple times on the same character; select a different item for each purchase.

But boon text is as follow:

Avid Collector - Guns Weapons
Avid Collector—Guns Weapons: As a Pathfinder, you periodically come across obscure items that are unfamiliar to most other adventurers. Select one of the uncommon items from the Pathfinder Guns & Gears listed below when you assign this boon to a character. You have access to the item, allowing you to purchase it.
You can assign multiple copies of this boon to a character, each time selecting a different item.

Local online GM says boon text trumps general text, so part where all characters gets it is a mistake.

Can we have an offical answer to that?

I don't think there's any need for clarification. If you have 5 PFS PCs, all 5 have access to the boon. Each time you purchase it, you can assign it to any of your PCs.

When you purchase the boon again on the same PC, that PC gets access to another gun.

Well, you need to go with whatever the actual boon says, not the short description of what's on the website. We show the GM the boon, not the Paizo website, when we bring a character to a game after all.

That said these boons DO give access to the item universally. The wording is just wonky. For example the other boons which don't have universal access in the byline are as follows:

The guns boon doesn't mention a character's access; it says "you" gain access to the item.

I believe is meant to be you the player, not the PC. So when you get a copy of a boon it needs to be assigned to a PC, just carry around a copy of that boon with any other PCs. It makes sense because Paizo probably wants to let people make multiple guns and gear PCs without spending ALL their AcP.

Super confusing for sure.

Edit Suggestion:
There is another boon that says

Boon wrote:

You gain access to the [redacted] for all of your Pathfinder Society characters. You must meet all ownership requirements as normal. Keep a copy of this boon with any character you create using this background.[/quoe]

Much better.

I still have local VO refusing to give access to all characters, saying "You" means character.

I wish we'll have clear boon text. Not so hard to replace "You" with "Player".

I agree 100%.

The GM at your table has the final say, not necessarily the VO. That said, you can always run it up the chain to the VL or VC. The VO corps are a team, and they can work together and help each other — and their community of GMs.

Can't tell you how many times I leaned on fellow VOs for help. Or how often I was wrong. It was a lot :)

Sigh - fine, you've dragged me onto the forums. I'm the VO in question. I think you're misunderstanding me and the role of venture officers: I do not have the authority to make rulings in situations like this, nor do I have the ability to "give access" to options. I was sharing my perspective as a player - which is that because it is ambiguous, I would defer to the more conservative interpretation (i.e. that you need a separate boon for each character) in order to have a character that is unquestionably legal, whichever way the boon is intended to work.

As a venture officer, we're aware of this discrepancy and working on kicking it up the chain, but Alex Speidel (the org play coordinator) is currently out of office, so it's unlikely we'll have an authoritative answer for at least another week.

It's been a year, unlikely to hear back but I'm curious if anyone has encounter similar things or if this was cleared up.
