Dispel magic only available at level 2 is useless at mid-level on because of how Counteract works. I’d love to see more casters willing and able to dispel in pfs.

I think that is a great idea.
Dispel Magic is a great spell that doesn't get enough use.
Having it available at all levels would be a great bonus for spell casters in Spells school.

Scaling is the best solution. I re-read the guide wondering if I missed a hidden byline about scaling.

They used to scale, but it was removed and some options were taken out. Probably because an automatically heightened scroll of your choice is pretty much better than any other comparable consumable that the other lists offer.
My Monk/Wizard is sad for nothing having an extra fireball, but I don't see heightening coming back - who would pick a healing potion if you could just hand the party caster a scroll of soothe or Heal?
That being said, Dispel Magic should be available at all levels because of how counteract checks work, and picking dispel magic is a gamble as there's no guarantee it'll always be useful. Not having scaling dispel magic means it's a double gamble - 1, would dispel be useful during a scenario and 2, will the effect you need to dispel be low enough for it to work?
(unlike fireball, which is basically always useful as long as the scenario has at least 1 combat with enemies that aren't immune to fire).

Dispel Magic would be a really nice singular auto scaling scroll option.
It's on all the lists, its fairly innocuous, it helps teach players about counteract checks and about heightening spells with non explicit heightening effects.

Spells like Dispel Magic, which rely on which level the spell is cast at, should be more common in the list. I also think having Heal at a higher level than 3rd would be nice, but not at whichever level you want. Spells that deal damage like Fireball or Cone of Cold need to stay limited, else that's what everyone will take.
Honestly, there probably shouldn't be damaging spells on the list at all. The other two schools don't get nearly as many damage options, if at all. Spells is basically the best school to take, even as a Martial character, since you can just hand the scroll off to a caster in the party.

I don't think my Level 10 Spells Druid has ever taken a damaging spell scroll.

Maybe make a qualifier requiring it to be lower level. At 5-6, take any previous scroll heightened to 2nd level. At 7-8, take any previous scroll heightened to 3rd level. And so on and so forth.
Other than that, +1 on Dispel at every level.

Personally, I would be in favor of some ACP boon options to add some more items (and yes also spells) to the list players can select via their Pathfinder training ^^

I think it would be simpler to either add dispel magic to all levels, or remove it entirely. Now it's just a kind of confusing trick.
Maybe the revision of spells during the remaster would be a good moment to take a new look at this. Also if condition removal spells get reorganized.
The school lists are a good way of teaching newish players "these items are relevant at your level, go check them out".
