Are Skeleton (ancestry) PCs eligible for versatile heritages? It seems so weird to me that someone stripped of their flesh could still be a half-orc or Dhampir, even though they aren't a human/orc or Vampire/Mortal any more.

They are. Now, it doesn't mean they have too. Skeleton is already a Rare Ancestry, so I can clearly understand a GM who doesn't want an Uncommon or Rare Heritage on top of it.

I don't think the rulebooks enforce any restrictions. The GM for a particular game might. And the player may choose to not use a particular combination because it wouldn't make any sense.

But as far as the rules go, it will work.

Half-Orc skeletons aren't possible. Half-Orc is a human heritage, not a versatile heritage.

They can be dhampirs, but is that any weirder than a leshy, poppet, or an automaton being a dhampir?

The fundamental rule in the book is that Rare means GM veto. If you can come up with an explanation for what "skeleton dhampir" means that your GM is cool with? All good. If not? Rare says no.

Skeleton with fangs does sound pretty good.
