Storms and Wind as a theme is pretty broad/vague... what do you want this NPC to do WITH these storms and this wind?
Are you married to it being a Witch? There are some Druid archetypes that might fit better... depending on what it is you actually want to do.
There's also some Bard archetypes that can play with these things.
Clerics of appropriate gods, Oracles, Sorcerers, Shamans...
Even Kineticists, depending on what you want to do.

I'd take a look at Storm Druid archetype before you settle on a Storm-themed Witch. It might be exactly what you're looking for, and Druid spells have a nice selection of wind and lightning.
As for feats, Spell Perfection on your fav Lightning Spell at lvl 15 is a naturally good choice.
Natural Spell at lvl 5, three Metamagic feats (for Spell Perfection pre-reqs): probably go with Empower/Maximize/Extend, Heighten, or Persistent.
Spell Specialization, Spell Penetration, and Spell Focus would also be good choices.

The spring witch patron may actually fit your storm-witch better - it gets better lightning spells than the storm patron and still gets control weather. The invoker archetype lets her buff her save DCs by 2 and get some defensive bonus (you choose which), and the shocking amplification feat adds a debuff to her chain lightning which doesn't lead to TPKs like dazing spell but does stop uberchargers.

The spring witch patron may actually fit your storm-witch better - it gets better lightning spells than the storm patron and still gets control weather. I'm not sure how a season-spring witch gets better lightning spells. I just re-read the description on d20pfsrd & nethys, but I'm perfectly ready to hear that I read right past something relevant...

Sounds like you are indeed married to a Storm Witch, so I would go with Spring Patron because you'll have Lightning Arc and Chain Lightning, which is better than the Storm Patron imo.
I would probably take an archetype that trades out your hexes as well (I like avr's suggestion with Invoker), because you'll be wanting cast spells and not hex. Invoker's Curiosity and Bridge would make excellent choices for this build.

I'd start off combat with a level 6 Persistent Chain Lightning and a level 7 Quickened Reach+1(Close Range) Touch of Idiocy so they know who they're dealing with. As soon as they close in, hit em with a level 8 Stormbolts and fly away while they're stunned.
I would reserve your other 8th lvl spell slot for a Quickened D. Door as a get out of jail free card. Teleport straight up 1,000ft in the air, and then rain some 1,000ft Reach Spells on them for a couple rounds while they figure out how to fly up there. And make sure you have Flight Hex activated when you do this :P

I misunderstood, thought you meant the Season/Spring patron, rather than the Spring patron.
