Edit: Sorry, you also asked why. I like builds that go "against" type. I also tend to build character in my mind that are part of teams with different themes. The dwarf, elf, gnome, and halfling were all part of an early team concept of mis-matched combos.

Elf barbarian, mostly for the mental image of a swift hunter, thanks to the FCB. Actually becomes more viable with urban barbarian or Unchained.
Gnome fighter, for the special snowflake effect of a weird gnome weapon and to show that Small races also can hit hard. Gnome Weapon Focus would be my friend, together with Small I'd make it to the AB of a +2 Str race. Damage per hit is another topic, but should be enough to be fine.

Halfling Titan Mauler/Viking (Barbarian/Fighter) that used a regular sized Earthbreaker to smash anything larger than himself. Also used a Halfling sling staff + spiked gauntlet + buckler for ranged fighting, or two-weapon fighting when swinging the Earthbreaker didn't seem to be the best idea (pretty much whenever he wasn't raging).

To expand on this a little bit, I like to play around with the flavored "archetypes" some races have using a specific combination of alternative racial features...
Like the "Gear" Gnome is a mix of Academician and Master Tinker... but he's a Druid. Lol. However, you add in VMC Cleric (Brigh), and things suddenly make a little more sense. Druidic Herbalism and Divine Alchemy, Deific Obedience (Brigh), and some crafting feats... comes together quite nicely.
A "Resourceful" Halfling counts as having Catch Off-Guard/Throw Anything for the sake of meeting prerequisites... like the prerequisites of Shikigami Style. Geisha Bard has an armor restriction, VMC Monk has an armor restriction, so you aren't losing anything there. Geisha stacks with Arcane Healer, and Arcane Healer gets Channel Energy. VMC Monk gets a Ki Pool. The feat Ki Channel exists, and so does the Tea of Transference... this provides a magical resource recharging loop. She wears the full set of Monk's Robes, Necklace of Ki Serenity, and Bodywraps... Shikigami Manipulation with metamagic rods... and loves tea parties.
Cawn, the con-artist, exists because I wanted to mess around with the Lovable Scoundrel feat... so I built a great liar and made them a Tengu. Cawn's homeboy/bodyguard, Izzek, is an actual character I played... Tengu cRogue Scout swinging a Greatsword (via Tengu's Swordtrained racial feature), Dirty Trick feats, Nature Magic for constant Know Direction and 1/day Purify Food/Water, also had the Wild Magic Rogue Talent for 3/day Create Water.
The Kobold Wilderness Whisperer Druid has a nerfed Wild Shape, which thematically makes sense to me because everything about the Kobold has been nerfed. Lol. Anyways, getting the Effortless Aid Investigator Talent makes it worth it. The Scaled Disciple feat allows your Druid's Spontaneous Casting to get you into Dragon Disciple. Have a Deinonychus Animal Companion. Take the Shoulder to Shoulder alternative racial feature. Wee-little dragons! Grr. This works way better with Divine Commander Warpriest, but you asked for less than optimal combinations...

I really like the Treeborn Gathlain for a number of reasons... no Con penalty being the obvious one... oh yeah, flight is nice, too. Lol. Anyways, throw Body Thorns on them, and we have something interesting.
I wanted something to take advantage of this because they are a small race without a Strength penalty... hmm. I was making a crew of Small races, all VMC'ed, to make them odd/unique, and cutting down feats on NPC's matters less.
There was a topic asking for Intelligence based unarmed builds, and I gave it shot with Inspired-Internal Alchemist VMC Monk. You can get Extra Ki in place of a Discovery as an Internal Alchemist... with no way to use Ki, and no Ki Pool given by the class or archetype. Lol. VMC Monk, to the rescue!
I decided to combine that build with the Treeborn Gathlain with Body Thorns and was pleasantly surprised by the little bruiser it created. Not really optimized, at all, but it actually kinda works. And looks like it would be pretty fun.
He is Strength based, focused on Unarmed Strikes. But he also has Combat Reflexes/Bodyguard and a longspear, along with the Effortless Aid Investigator Talent, and Spell Knowledge/Arcane Strike/Gloves of Arcane Striking to provide nice bonuses when needed. Flight and Bombs, too.

Wayang Shadow Magic and Oracle FCB for fun Illusion stuffs to go with the Rogue stuffs. VMC Rogue gets a little bit of Sneak Attack... Mortal Usher gets a little bit of Reaping Strike... so you should always be able to get a little bit of something going for you. Warsighted Oracle gets Martial Flexibility, and Mortal Talents allows you to finish it, even though you dropped Oracle after 10 levels.
At 20...
BAB: +14
Base saves: +8/+6/+12
CL 15, 7th level spells
Not optimal, but could make a nice Cohort. I like the Succor Mystery and Deific Obedience Pharasma...

He now protect and care for the books in the Great Library of Absalom, Forae Logos, unless the pathfinder society has need for his expertise.
As a hobby side-project he is writing a field rapport on racial prejudice.
He talks academic High elven all the time and refuse to talk common - ever !!!
But he will speak the native dialekt flawless with anybody he cares to converse with.

Is not Ghost Touch/Keen/Shocking Burst weapons that can change type as a swift action a decent addition to an Android Lich?
He will have minions, melee is not what he is built for. He is a crafter. A caster. A Lich god that gains Mystic levels for every other Liches' phylactery stored within his body, the vault of impossibilities that makes up his very existence.
He casually sports Sacred Geometry, with max ranks in Engineering, naturally. And hardly qualfies for this discussion with these Immunities:
morale bonuses, fear effects and all emotion-based effects, cold, electricity, mind-affecting effects (charms, compulsions, morale effects, patterns, and phantasms), bleed, death effects, disease, paralysis, poison, sleep effects, stunning, nonlethal damage, ability drain, or energy drain, damage to its physical ability scores (Constitution, Dexterity, and Strength), exhaustion and fatigue effects, any effect that requires a Fortitude save (unless the effect also works on objects or is harmless), death from massive damage, and take no additional damage from bleed effects, critical hits, and sneak attacks.

Not sure where you're getting this. The only thing called Living Weapon I could find on Archives of Nethys is a manifestation of the Hive Corruption, which gives you two claw attacks. Nothing about changing magical weapon properties, or even magic weapons in general.

Even though the earliest possible time you'd face anyone with SR13 would be around level 5 or 6, the +2 Identify helps you right out of the gate at level 1. And levels 9-17, you *should* be getting Spell Pen and Greater Spell Pen, putting your Spell Pen at +6 (which becomes +12 with Spell Perfection on your fav spell). All in all, Elven Wizards have high synergy throughout the entire game.

That is my point though. Elves are not exactly what I'd consider an "Optimized" race, as compared to Aasimars, Drow, or Samsarans anyway.

halfling monk
played one in 3.5 and was fun to play since everything underestimated him, but then the Book of Exalted Deeds came out and Vow of Poverty fit my character and the GM let me have it...and then I had to retire the character after about 4 sessions as he became waaaay too powerful.

One of my favorite combos. There's just something vicerally satisfying about imagining a small character laying the Kung-Fu smack down on a bunch of baddies.

Playing against type is one thing (e.g. half-orc mesmerist) is one thing, but I'm not a big fan of not even trying to optimise a character. And, well, if you put the work into it an elf barbarian as per the OP can be fairly optimised, similarly for the others there.

Dwarf paladins are thematically very compatible, but taking a charisma penalty and no attack stat bonus is certainly suboptimal. Of course, there is an archetype for dwarves, but it changes the paladin so much as to not even be recognizable as a paladin.
I rather like my stonelord PC, who very definitely retains a paladin's mindset. And Torag's holy symbol blazoned on his shield. ;)
But yes, he does have to explain "I'm not that kind of paladin" fairly often...

Merfolk Hunter riding her Giant Gecko around the world to see all the world above the waves has to offer.
She has a water tight helmet to fill up with create water and a valve to a simple sprinkling system to empty it over her body to keep her skin moist.
And she has a special made sadle to fit snugly and comfortly atop the strong back of her riding compagnion.
Her gnome made umbrella to fit on her lance makes an excellent sunscreen when necessary.
