General Feat vs. General Skill Feat

My players and I have come across an issue concerning feats.

When their level up table in their class description shows they receive a "General Feat," does this mean they can choose from the list in the Core Rule Book under the table "General Skill Feats?" It is unclear.

General skill feats are general feats. They have the general trait, which specifically calls out that you can take that feat whenever you gain a general feat.

I think the common way of looking at them is belonging to different "buckets".

Toughness, for example, has the General Trait, which means "You can select a feat with this trait when your class grants a general feat".

Additional Lore has the General Trait as well, but also the Skill Trait, which means "A feat with this trait can be selected when a class grants a skill feat".

So you'll have fewer opportunities to acquire a Feat with just the General Trait compared to a Feat with both the General Trait and the Skill Trait.

Any time you are allowed to choose something from the "General" bucket, it also includes everything in the "Skill Feat" bucket.

Sometimes you're only allowed to choose items from the smaller "Skill Feat" bucket.

"Bucket" isn't my term. It's how PF2 is often described in videos.

That's not exactly true. Feats like the Sentinel's Steel Skin are skill feats but are not general feats. Instead it's an archetype feat.

It'd be more accurate to say that the majority of skill feats exist in both buckets at the same time.

"General Feats" are any Feats with the the Tag "General"
"Skill Feats" are any Feats with the Tag "Skill"

Whenever you gain a General Feat you can pick any Feat with the Tag General (provided you meet level and other prereq)

Whenever you gain a Skill Feat you can pick any Feat with the Tag Skill (provided you meet level and other prereq)

If a Feat has both the General and Skill Tags, it can be selected with either you're general feats or you skill feat choice.

Toughness for example is a General Feat, but not a skill feat.

Most Skill Feats are General Feats, but as Squiggit mentioned exceptions do exist.
