Generally speaking, you are using Lay on Hands to fuel a casting of the Raise Dead spell. Lacking any clarifying text that says otherwise, assume it follows the rules for the spell (ALL of them). The feat itself does not call the ability a spell-like ability or a supernatural ability, though it is reasonable to call it a supernatural ability since that is what Lay on Hands is.

According to the Actions in Combat rules, "Use feat" has an action type that varies, with a footnote saying "The description of a feat defines its effect." CRB pg. 183
The feat doesn't call out an action, the only thing time related that it does say is "as a raise dead spell". As the spell has a casting time of 1 minute, that seems to be it.

By using lay on hands, you can bring the dead back to life.
Prerequisites: Cha 19, Greater Mercy, lay on hands, mercy class feature.
Benefit: You can expend 10 uses of lay on hands to bring a single dead creature you touch back to life as a raise dead spell with a caster level equal to your paladin level. You must provide the material component for raise dead or choose to accept 1 temporary negative level; this level automatically goes away after 24 hours, never becomes a permanent negative level, and cannot be overcome in any way except by waiting for the duration to expire.
Although it isn't 100% crystal clear about how long this takes to cast, I think 1 minute as per the Raise Dead spell is highly appropriate.

We have Channeled Revival for that. I think it even got an FAQ saying that the breath of life effect used your channel energy area, not touch.
