To put it simply, can one player wildshape into a mount for another?
A character can wildshape into a horse, tiger, or other animals that can be used as mounts and he can be ridden. You can need some special kind of saddle if the player takes the form of unusual animals.
How would the initiative work?
Normally for both, if they take independent actions. They need to coordinate if they want to take actions together, like making a charge.
If the mount were, say, a tiger, could it make attacks as well as the rider?
Fight with a combat-trained mount DC 10
Problematic, there are no rules. The ride skill requires you to ride a combat-trained mount to be able to fight together with it. The character is intelligent but he isn't trained to work together with the rider.
I would require a ride check with a +20 to the DC.
How would this affect mounted combat feats? I need some help with the whole lot.

Most mounted combat feats wouldn't work, the wildshaped character isn't a mount, he can only work as one. There are exceptions, like Mounted archery.

I feel like +20 is a bit high for that DC. True the wild shaped character isn't a "real" mount, and doesn't have all of the instinct/training/experience as one. However, the intelligence, willingness to cooperate with the rider, and ability to suppress the instincts to buck or shy during the fight help to mitigate some of that. I agree that the check should be more than just the DC 10, but something in the neighborhood of a DC 20 to 25 seems more reasonable to me. Possible additional mitigating bonuses would include time spent training together, the presence of various mounted feats, and whether or not the wild shaped one still has the capacity for speech or not.

The rules for riding another player character are definitely lackluster at best.
I've basically always ruled that a PC being ridden follows all normal rules for how the rider needs to do things, with communication between them being resolved as a handle animal check from rider to player mount. Mostly because I don't want this to become better than getting a mount from another source.
But there are a lot of potential ways to run this, and I'm not sure if I would end up changing stuff on the fly.

Doesn't need to be made more difficult than it is. There is one set of mounted combat rules in the CRB: "These rules cover being mounted on a horse in combat but can also be applied to more unusual steeds, such as a griffon or dragon."
So the normal mount rules apply to an intelligent dragon, so they'd apply to a shapechanged druid as well. When they are mounted, they no longer get an initiative and act on their rider's turn, as their rider directs them. The rider would need the standard DC10 ride check to do anything themselves in the same round that their mount attacks.
Handle animal is irrelevant, there is no animal involved that needs handling. The rider can simply speak to their mount for anything that would normally take handle animal checks. To direct their mount is just a DC5 ride check to guide with knees. All the rules from the ride skill and mounted combat apply normally.

My Kobold would climb up on the shoulders of the Dwarf all the time... no special anything was required, and he waan't even Wild Shape'ed into an animal! The mini of his Dwarf just happened to have huge pauldrons that I would say my Kobold scurried up to sit upon.
Whilst on his shoulders, he was in charge of movement, I was along for the ride if I didn't use my movement to leave his shoulders.
Him being a Dwarf in heavy armor, and me being a Kobold Monk in no armor meant that my initiative was almost always before his, however I would just delay or use Aid Another.
There were times where he would do something and I would have to make a skill check to stay on his shoulders or avoid AoO from him charging and them attacking me, stuff like that. In tough situations I sometimes had to use Acrobatics or Climb to get to his shoulders in the middle of a battle or whatever.
It's really only as complicated as you make it.
