Kasatha and other extra-armed races can wield extra weapons at once, in that they can have them ready. They can attack with any weapons they are wielding. They simply cannot make additional attacks beyond the norm, because that actually would upset game balance.
You can hold as many weapons as you have hands. You can choose to attack with any combination of them, up to the normal limit of however many attacks you can make. You just don't get to make more attacks with them.

Being able to have a reach melee weapon ready at the same time as a large ranged weapon is also pretty useful. Having attacks based on number of hands would be an incredibly bad design in a game where PCs can easily have 8 arms.

Ok, it says they technically can, but can't make any attacks using them so they might as well not be able to.
What's the difference between
- a skittermander holding six weapons and only getting max 2 attacks per round- a kasatha holding four weapons and only getting max 2 attacks per round
- someone with two arms holding two weapons and only getting max 2 attacks per round
- someone holding only one weapon and only getting max 2 attacks per round
?
Number of arms is just not tied to number of attacks.

It's more realistic than you'd think. Holding two swords or two knives or even two guns doesn't let you accurately attack twice as fast. Unless you're playing just to touch like an olympic event you have to put some force behind your blow, and that means getting your feet and hips into it. For shooting you need to look down the barrel to line it up , brace it to your shoulder for recoil, turn so the recoil doesn't turn you etc.

Dude, being readily able to attack in melee, with reach, or at range; with bludgeoning, piercing, or slashing; with acid, cold, electricity, fire, or sonic; at a single target, in a cone, in a radius, or a line; while also being able to remain mobile if I choose IS SUPER CRAZY AWESOME!!!
Being able to do all that all at once, in a single round, would be SUPER CRAZY BROKEN!!!
If that were the case, everyone would be working their way toward having a 6-armed skittermander armor storm soldier with the Powered Armor Jockey archetype and with dual cybernetic arms, a set of powered armor, and UP TO FOURTEEN SIMULTANEOUSLY FIRING/SWINGING WEAPONS OF THEIR CHOICE!!!
Even if permitted, that would only serve to limit mobility, slow the game down, trivialize most encounters, limit acceptable character concepts, reduce the enjoyment of everyone else not playing such a build, and generally BE A SERIOUS DRAG IN GENERAL.
Totally not worth it. If you want to be able to make more attacks in a round than an entire party, ask your GM to run you a solo game in which you play the entire party. At least that way the game remains balanced and the two of you still might have a good time.

They can, in fact, fire four weapons at once. Check the Fusillade feat.

And COM added yet more support for it like you can reload a weapon in each arm you have as one action so you could fusillade and then reload all of the guns in a reasonable time period. They also added ability for melee weapon to use extra arms above what is needed to wield the weapon as extra leverage for a boost and other four handed weapons.
It already was supported and COM supports it even more.
