The spell says you have hands and can take manipulate actions. Most dragons can talk though, last I checked, so can you talk in dragon form too? If so, since you have hands for somatic components and a voice for verbal components, can you also cast your spells while in dragon form?
Seeing as dragons are dragons are intelligent creatures capable of speaking and casting spells, it would seem odd if the spell arbitrarily denied a spellcaster that ability.
Was it deliberately omitted so that GMs can decide for themselves what is best for their tables?
Any clarification would be appreciated.

So what is a "battle form" exactly? The term didn't seem to be defined anywhere that I could find.
What is a non battle form and how does it differ?
Could I turn into a dragon and talk and cast spells, provided I'm not in combat?

I believe you can still take sustain actions on spells you cast before you polymorphed, but that's about the extent of it. I think you might be able to trigger the manipulate action that some sustain spells have (Storm Lord is the one I've looked at) since that's only a manipulate action, which Drragon Form allows I think. But nothing about Dragon Form overrides the basic no-spellcasting battle form limitation.

Or is it just a meaningless tag that does nothing now, but might be referenced by rules in the future? (And if that's the case, why isn't it a formal trait like all the rest?)

Neither gives you anything directly combat related [ac, attacks, ect]: IMO, that makes them non-combat forms. Once the form give you something useful in combat, you forget how to talk and cast spells cuz... Most likely the same reason it take 2 seconds to regrip a weapon but 0 seconds to draw and nock an arrow.
PS: ah, pumpkinhead is right, pest form DOES give a battle form as it gives out AC. That's what I get for relying on memory.
