In previous iterations of the game the rules have stated to only add boons and banes that are the level of the current adventure to the vault. And even in the new rulebook it specifies
Use the divider labeled Future Adventures for cards not in the vault whose level is higher than #"However in Adventure 1 of Dragon's Demand, under build the vault, it states
At the start of the adventure path, the vault should contain all Core Set cards except for banes whose level is higher than 1. If you are playing with a character from a Class Deck or Adventure Path box, add all of the level 0 and 1 cards from that box.
Unless I somehow got my CotCT and DD cards mixed up, I believe that "all of the Core Set cards except for banes whose level is higher than 1" would also contain level 2 and level 3 boon cards. That seems like a pretty big change from past iterations, and also creates the (imo frustrating) situation where you come across a sweet boon, acquire it, and then have to throw it out after the scenario since you're not on a high enough level adventure yet.
Should I mix in all of the level 2 and 3 DD boons into my vault even though I'm on Adventure 1?

Yes, but you only get to keep them at scenario's end if they are of the same level or lower, than the adventure you just played.
Its also among the first of many new rules I've already ignored. If I made the check and picked it up, it stays in the deck unless I actually don't want it.

If you have Curse of the Crimson Throne, you can certainly get away with just adding in Curse cards of the appropriate level, and not putting in 'overlevelled' boons which - as you mention - you'd have to drop at the end of a scenario.
The overlevelled boons, as cartmanbeck says above, helps to keep the boon quantity appropriately high, since the set is smaller than usual. But since Dragon's Demand is a mere 3-adventure AP, it also means that you get more chances to see and play with higher-level cards, even if you don't get to keep them in your actual character deck between scenarios. The adventure path doesn't take very long to complete, so without that rule there's a good chance that the party will never end up acquiring more than one or two Level 3 boons before the AP finishes.

The thing I like most about it is that, previously, after playing a couple scenarios within an adventure, you would often feel that you've already managed to get the most useful boons out of locations, meaning that finding a boon was often a disappointment. Now there's stuff worth acquiring from the locations even at the end of an adventure.

Hi guys,
I need your advice please on creating the Vault. I bought the new edition Pathfinder ACG Core Set and I love it. I created the Vault and I added all the Core Set cards (boons up to level 3) expect for banes whose level is higher than one.
I just purchased the Curse of the Crimson Throne expansion and need to rebuild the Vault because I want to start again with Adventure 1 so how do I mix cards from the Curse of the Crimson Throne expansion into the Vault if I am at Adventure 1?
The boons on the Curse expansion go up to level 6. Isn't that overpowered? So say I start Adventure 1 A - Plans Gone Wrong and I might get a level 6 Armor? or Level 6 Weapon? Can I even pass the check to acquire of 16 or more on some?
Hope my questions made sense? Please help.

Only the Dragon's Demand storybook asks you to start by adding all the boons to the vault. If you're playing adventure 1 of Curse of the Crimson Throne, the vault should be built from all Core and Curse level 0 and 1 cards only.
If you're playing The Dragon's Demand adventure 1 again but want to add the cards from Curse, I would also just use level 0 and 1 cards and take all the 2s and 3s back out. They're only there for certain situations where it was possible to run out of cards, and that won't be a problem after adding the Curse cards.
