When building characters of higher level, are uncommon permanent items allowed to the players? What about spells or scrolls of uncommon spells used for learning a spell?

As far as I can tell, only common items and spells are allowed. Which sucks, because I really want my "primary" character (halfling bard) to get a Knapsack of Halflingkind :(
Talk to your GM. If it's something that makes sense for your character, she may very well allow you to take the item even if it's uncommon.
The rarity rules are explicitly 'soft' restrictions. Having the appropriate Trait (Halfling for Halfling items for example) seems completely appropriate to me.
