Wrong thread, but no, that isn't explicitly confirmed anywhere and his stat array doesn't support the idea that he has the bonuses.

Yeah, I realized it was the wrong thread too late to delete it--I'd been reading both threads and just posted in the wrong spot. In the end, I didn't give him the bonus but it didn't make that big of a difference.
