I haven't gone through and tallied up what kind of xp players will earn during each phase of the adventure, so not sure if they would earn enough anyway. But for the purposes of the playtest, should PCs be able to level within a chapter? Or for your purposes would the data be more reliable/valuable if PCs stayed the same level throughout a chapter?

One of the things that Doomsday Dawn specifically does NOT seek to playtest is the XP system. Characters in this adventure are created for the specific level each chapter calls for and should not level up during that chapter. There's no real need to track XP or hand it out when you playtest this adventure, as a result—letting you and us focus more on the actual game play.
We'll be looking at folks using the playtest to run their own homebrew campaigns for feedback on XP progression, and that's certainly going to be something I pay close attention to in my own playtest with the Starfinder team playing the game!
