Are characters able to use wands that are out of there class? meaning can a druid use a wand of bless for example?
To automatically be able to use a spell-trigger item, such as a wand, the spell in the item must be on the character's spell list. The character does not have to know the spell, but it must be on the class list.
Anyone with the skill can attempt a DC 20 Use Magic Device skill check to attempt to use a wand containing a spell that does not appear on their spell list. This includes non-casters.

ahh thank you, can I take 10 on that skill roll if outside of combat?

Except for investigators. They are required to UMD wands regardless of whether they have a spell on their list.
Could you point me to where you got this from? The description of the Investigator does not mention Use Magic Device at all, aside from class skills, and certainly does not mention wands or even magic items in general.

It's awkwardly implicit, but the reasoning comes from two things:
1 - Alchemy is not actually spellcasting. Being able to prepare extracts or having an alchemy formula list won't help for spell trigger items.
2 - Alchemists have a specific exception in their class feature saying that they can use spell trigger items for stuff on their formula list. Investigators don't.
