If you're referring to PFS boons, those only apply to characters played in the relevant game.
If you're talking about generic NPC boons granted by an NPC in game, those are at the discretion of the DM.

PFS = Pathfinder Society. For participating in certain Adventure Paths or events, characters gain boons that apply to their character sheet that participated.
Page 88 of the Pathfinder Gamemastery Guide has a selection of NPC boons that GMs can offer to players. Again, this is completely at the GMs discretion as a reward in replacement of simple loot.
