Mesmerist has a ton of debuffs.

Hrm. Let's get silly.
If they are using a shield, cast Beguiling Gift, handing them a crappy two-handed weapon.
Touch of Gracelessness reduces Dex by at least 2, which would reduce AC by at least 1. It also can cause the target to fall prone.
Blindness/Deafness: Blinded creatures take a -2 penalty to AC and also lose their Dex bonus to AC.
Glitterdust causes blindness.
Hold Person paralyzes the target, causing the ultimate in AC reduction. Similar effects from Sleep, Deep Slumber, etc.
Suggestion to remove any defensive gear. Same with Dominate Person.
Overwheling Grief denies the target its Dex bonus to AC as well as gaining a -2 penalty to AC (similar to being blinded, actually).

I'm going to assume your asking for non-standard build. Something along the lines of a melee Mesmerist that has not fully optimised DCs.
You always have dirty trick as an option. The conditions blinded, dazzled, deafened, entangled, shaken, or sickened offer multiple means of lowering both ac and save. At level 9 you can do it twice per round.
If you add in the enigma archetype to attack from invisibility to help you attack land.

I believe a fair number of those statuses don't lower AC.
I'm trying to make a support mesmerist. So he's planning on lowering the attack rolls, damage rolls and saves of the enemy through his stare, shaken, and sickened. But that doesn't make him easier to kill for the party, so I was seeing ways to lower AC to help that aspect.

A lot improve incoming attack rolls though. Honestly, rather than reducing AC, I think it is also just as good to buff allies. Finding ways to improve their attacks is an effective decrease to the roll they need to make to hit. But I think that is done much better clerics and witches, honestly.
You could look into to feats like Outflank, and use stuff like tanglefoot bags to help.

Admittedly, this is worse than spells in most cases. But you can use it all day, it targets a different defence and I think everyone else covered spells.

Inflict Pain is 2nd level and Synesthesia is 3rd level. Both spells impose a -4 on armor class. Inflict Pain works for one round even on a successful save, Synesthesia adds extra debuffs to Reflex save and hits the target with a 20% miss chance.
Inflict Pain does not affect AC:
"You telepathically wrack the target’s mind and body with agonizing pain that imposes a –4 penalty on attack rolls, skill checks, and ability checks. A successful Will save reduces the duration to 1 round."

Plan is to shaken with Intimidating Glance or enforcer and use a cruel weapon to inflict sickened. Thus coming online much faster.

My Inquisitor in Giant Slayer uses that combination. Intimdate, Cruel Weapon, and Inflict Pain all stacked to give -8 to hit debuff.
