We're still working on it, but it turned out to be significantly more awesome and complex than we originally counted on, so we've shuffled the schedule around a little bit.
The book is currently in development, but we haven't slotted it onto the schedule officially yet.
There are still several high-profile Pathfinder projects for 2017 that have yet to be announced.

Do you mean The Villain Codex? Which is still there.
Encounter Codex is a separate product that was announced at Paizo Con together with Villain Codex.

But that's the most work-heavy part. Besides, the Villain Codex in particular has much more, with story hooks and encounter groups.
Of course, the more the merrier, so I can't wait until the Encounter Codex comes around.

Codices are, for me, just like the Bestiaries, a must have.
I was pretty curious to know what was this "Encounter Codex", and I hoped for it to be a book of monsters with class levels (like in Monster Codex) arranged by terrain - so we had pre-generated encounters for all sorts of scenarios.
I would love to see pre-generated encounters for the following terrains: Urban, Forest, Jungle, Swamp, Plain, Mountain, Cave, Underground, Ruins, Desert, Sea Surface, Underwater, and Arctic/Snow.

Just to note, today I was trying to figure out how to buff RotR's final boss fight from CR 22 encounter to CR 23 because players did everything they could get xp from and ended up on level 18. And because they did everything, they have tons of helpers from final dungeon and thats not including cohorts. So I was trying to figure out encounter designing rules only to figure out its basically "just calculate exp players get, thats your encounter CR"...
...So basically, I think guide book on designing encounters would be really helpful to me and any other newer gm :'D Or heck even just gms who have only run APs, if you only run ready made material then ye don't get opportunity to practice designing encounters yourself...

So, it's been about half a year since the last official word in this thread, which was that the project was "evolving."
I hadn't even heard about this until I came across this thread just now, but color me very interested. The Monster Codex is a favorite of mine, and a book that provides an array of encounters across all CRs would be a tremendous boon for the harried GM. That would be a book worth rolling pennies for.
So, where is the project now? Could we hope for something in 2018?
