Currently I'm toying with some ideas for my character for our upcoming crimson throne campaign.
Now I have been looking at an arcane caster with either sylph or ratfolk as race. So far my searches for background on these races came up with little results.
"Blood of the Elements" got very mediocre reviews and seems to have only two pages on sylphs. Things are even more bleak for ratfolk.
Is there anything out there, giving more fluff/background to those races?

Inner sea race guide?
It definitely has stuff on ratfolk, and probably quite a bit of fluff for sylphs.*Waits patiently for ratfolk exposition in starfinder*
oh, and blood of the elements is awesome if you're playing a samurai, because of order of the flame.
I don't know how much more awesome beyond that though.

Ratfolk got a bit of background info in the Monster Codex.

If you want fluffy ratfolk, taking the Cleanliness alternate racial trait is a must.

Not actually related to your question but I can't pass up "Making Sylph fluffy".
Sylph are descended from Air type creatures.
Wendigo is an Air type creature.
Boom. You have a moose/rabbit/sheep headed native outsider with antlers to play.
I really want a sheep people race now. I want to play a fluffy pc!

Talking about mixed reviews. There was some mentioning of the "Inner Sea Race Guide" reprinting stuff. Does it reprint the stuff from blood of elements or is there more on sylphs?
I have to admit that I'm a bit reluctant to spend >30$ on something that might give me two pages for each race.
Inner Sea Races has:
2 pages on Ratfolk6 pages on Geniekin, including Sylphs.
I don't have Blood of the Elements handy, so I can't say if it's the same information.
Advanced Race Guide has:
A page and a half of fluff, plus 4 pages of crunch for Ratfolk
Same for Sylphs
Monster Codex has a page and a half of fluff for Ratfolk and 10 pages of NPCs and encounters.
