Officially? Probably not.
In my game? Fin to face style, go!
The Unchained Monk has this written in the Unarmed Strike section.
A monk's attacks can be with fists, elbows, knees, and feet.
Since you don't have feet or knees I'm assuming you couldn't use a kick attack.
Would I allow it my games anyway? Hell yeah! I'd probably encourage someone to use it just for the mental image alone.

A smart merfolk Unchained Monk would pick up the ascetic style feat line so they could use a weapon to flying kick, making the whole tail issue moot. ;)

I wish; I see stuff on the "Messageboards" sidebar that's interesting/something I know about/irritating, can't help clicking on it (sometimes I go in with an idea, especially if the title is in the form of a question), and - well in this case, I read the title and first post, didn't have to think very hard, and Googled (Yahooed, technically) things like "whale/dolphin breaching accident" until the search suggestion "dolphin hits surfer" offered itself.
