There is no rule beyond that preventing you from taking any feat as long as you meet the pre-requisites.

Depends on the feat and the campaign, but for the most part I allow them.

Sorry about that. I posted it and realized I originally asked if PCs 'can' take monster feats. Upon further reading the entry said they can, but it specifically said its mainly up to the GM. I was looking for general consensus at that point.

I allow them on a case by case basis.
And by that I mean, I almost always allow them but my players still have to double check with me just in case (I'm looking at you, "ability focus should apply to all witch hexes at once").
I think the usual interpretation of Ability Focus is that it applies to a single hex, not the class feature hexes. Highly recommended by the guides.
