You could also train them with Improved Unarmed Strike (though typically worse than their natural attacks).
The Animal Archive has rules for weapons on some animals, though it's very dependent on the animal. Not PFS legal, but fine for casual play.
There is also a feat, "Extra Item Slot," which specifically to allow animals to equip items where they couldn't normally. Again, PFS limits this one.

As a general rule, animals can't wield weapons due to a lack of intelligence + animal instincts. However, a wildshaped druid is an exception, since brain running things is human-level.
I believe that when it comes to polymorphed characters like a wildshaped druid, they can use weapons as long as they take a form that's physically capable of using said weapon effectively. That's going to be a GM call, but I would personally say that unless the form has roughly human-like hands, it can't wield weapons designed for humans effectively.

Ape/Gorilla is the classic shape for trying to persuade the GM you could use a weapon.
It's worth remembering that most animals, including apes, use all their limbs for walking - just carrying a club ought to stop them moving at full speed.
