SO i am making a character that is based off of Michael Westen from Burn notice and Shawn Spencer from Psych.
The basic idea is Super Spy who is amazing at lying and pretending to be someone he is not. He fights crime using crimes and a generally good guy even if he is a bit suspicious. He makes bad decisions and isn't exactly the typical hard boiled detective, more a bit of an eccentric goof who is good at observation. He works outside the law or at least skirts the law and pretends to be a criminal to take down criminals
I am thinking Empiricist but am open to ideas. also looking for build ideas, feats and such more than anything

I had an Arcane Trickster that was very, very good at spying, sneaking around and using skill and magical methods to gather information.
Dirty Tactics Toolbox actually gave us a really cool ability, by VMCing into Rogue and levelling as an arcane fullcaster such as sorcerer or wizard you get 1d6 sneak attack at level 9, then you can take the Accomplished Sneak Attacker feat to raise that to 2d6, allowing you to qualify without losing a single spell or caster level :D

Emp. Investigator is a good way to go if you're wanting more Int and pretending to be charismatic. This is more of a Sherlock holmes type.
An Inquisitor is wisdom based and has lots of good detective skills and one of the BEST perceptions in the game. But again not very charismatic. This is more of Michael Westen because he is clever, experienced, and solid in combat knowing an enemy's weaknesses.
Tho Shawn Spencer is roughly around a 13 Int and a Higher Cha. He is a lovable goof who is good at Observation. (Super high Perception and putting Basic clues together). Basically the dim wittedness of his support cast makes him look smarter than he really is. I would place him as a bard really. Cause at the end of the day he supports the local detectives solve the crimes rather than getting his hands dirty fighting crime by blending in. He is full of jokes and fakes paranormal performances.

The best folks to be a Weston like character are based in having lots of skills and knowledge without a ton of effort and are good mouths. As such your mostly looking at partial casters. My bet would be an a bard or cleric with bardic knowledge and good mouth skills. The cleric, cloistered cleric I think, with his bardic knowledge and a conversion inquisition makes for a great mouth with 4+INT skills and is a full caster. The bard is a buffer with many skills and not too bad in battle.
Feats I would look at are diletante (spelling) just because you can double down on being a know it all for less work. Also racial heritage a HUGE so don't overlook it for combos. You want to be human because of skilled and focused study. Focused study is especially good for the cleric or inquisitor route as your already wisdom based. Half elf is a trap unless you need an exotic weapon. A worthy consideration for a race is half orc though for his sacred tatoo/fates favored combo with added weapon prof on classes that have limited prof. Try to go dex based fighting if you can with the cleric or inquisitor and trust your strength if your going bard.

Variant Multiclassing is an optional rule system from Unchained that allows you to give up half your feats to get some of the abilities of another class.
I think that an Inquisitor with the Infiltrator archetype could work very well. Getting Wisdom as well as Charisma to Bluff and Diplomacy is a good start to those face skills.

Speaking of infiltrators, the infiltrator archetype of the inquisitor is very strong for a spy. It has magical and mundane means by which toucan conceal your motives and even your alignment without sacraficing bane,judgements and most of the best abilities. That would also allow you to keep a domain instead of burning it on conversion inquisition.
