Ok here is the deal.
My buddy is starting a new campaign.
The entire campaign is set to be in the same city from 1 - 20.
There are only 3 people in the game.
We start at level 1.
It is a 15 point buy.
We will have LOW cash for a long while. IE we start with 25 G max.
We have to be human.
The other two players are a Ninja, and an Entertainer Bard.
We all grew up in the same gang, (so no Lawful) as kids and are out on our own at age 16ish.
Here is my issue.
Essentially the group needs a front liner that can at least heal a little, that can get by on low funds and low point buy. The other two players have all kinds of skills handled so skills are not an issue.
I was thinking Druid, I wild shape for combat and have some back up healing if I have to.
I might can pull of an Alchemist? Maybe.
Any thoughts?

Ouch on the starting limits.
Your gm's rules, but can easily have lawful gAng members (yakuza, tongs, triads, matia)
Anyway...alchmist is a good call, especially the grenadier. As can be a battle oracle. Pick the right revelations, you don't need armour.
If the acg is allowed, maybe this warpriest I hear much of.

First question is of course: what do you Want to play? or what kind of Playstyle do you like?
because without knowing anything about that I too would advocate some sort of divine caster. But some people Hate spellists with a passion; they want to swing weapons and be all Heroic 'N S~*%.
in a low magic, low resource -game having ANY form of healing suddenly is a big difference. Wands and potions suddenly nbecome very expensive, concidering that they are single use (or charges).
I am running a similiar game for my group and the paladins LoH and the bards CLW is the reason many of them are alive. it also cuts down on waiting times; having the whole party battered after an encounter is so much worse when the players realize that the only healing that doesn't cost (too much) money is to rest and gain Lvl in hp per DAY. Which as they level up will be quite a lot of hps for some of them, which will take similar time to regain.
On the plus side: every wound is felt, as the players get hit with a nasty blow and realize that without any help that damage is going to take 3 days to get rid of. makes them a little bit more careful.
but yeah, a cleric with the right domains or some sort of urban druid could be cool in an urban campaign. they can both get some good armor, heal, buff, and fight next to other guys without being completly useless. Pillars of stability for any group. Druids usually have more fun stuff to do outside their spellcasting.

The Martial Artist Monk Archetype does not have to be lawful, and since you will have very little money for a long time, you may have poor armor choices anyway.
Healing, healing, you'll have to multiclass for that, a monk with no ki won't do. You've already had some good suggestions. Take some levels in in Alchemist and run the gang's fantasy version of a meth lab. Take some levels in Cleric or Inquisitor and be a street preacher and/or a gang enforcer.

I suggest playing a barbarian. Str 16, Con 14, Dex 12, Int 10, Cha 8
25 gp will allow you to buy a greatclub and some leather armour. Contribute the other 10 gp to the party treasure, so the group can hopefully afford a 50 gp healers kit after a few adventures.
This will allow you to have an AC of 13, or 11 when you rage. Take Toughness as one of your starting feats. (Improved Initiative might also be handy; acting first might well be crucial.) Hopefully your 18 hit points (including 1 from favoured class) will keep you alive.
Every time anyone takes any damage, spend an hour per person treating deadly wounds to get 1 hit point back. Assuming someone has it as a class skill and no Wisdom bonus, they can succeed on the check 5% of the time (DC =20, 1 skill rank + 3 class skill -4 no healers kit = +0).
Spend a week or so recovering hit points between encounters. Turn down all but the most pressing adventure hooks until you are all fully healed.
See how long it lasts until the GM takes pity on you and starts supplying you with some better equipment :)

an alchemist could work well... and can be built a lot of ways. a vivisectionist would work well with a ninja (so you both get sneak attack damage when you flank), and mutagen is really useful in low point buys... you could even mix in barb levels- even a 14 base Str will hit 22 when you stack mutagen and rage!
if you're really looking to optimize, summoner is usually the answer. in low point buy/low money that's even more true. the GM is limiting your PC but not really the eidolon at all... and summoner PCs are basically companions for the eidolon anyways. build your summoner how ever you want, buy him what ever you feel like, take whatever feats/skills seem interesting, just make sure he knows the rejuvenate eidolon spells; build your eidolon as a quadruped with arms (centaur shape), the highest Str you can manage and (leg-claws, plus) enough tentacles to keep his natural attacks maxed out- spend a feat on greatsword proficiency and iterate with that in addition to your (now secondary) natural attacks. this kind of eidolon can compete with a fighter for damage output in a regular campaign, so he'll be insane in a low power/wealth game. the downside, of course, is that you have to figure out how to move your extraplanar monster around the city without being arrested or lynched, but at 4th you can pick up the summon eidolon spell and not really have to worry about it anymore.

Pet classes: Druid/Summoner.
Hybrid class with built-in items: Bladebound Magus, Alchemist.
Class/archetypes with extended resources: Witch (or Hexcrafter Magus)
Classes with inherent bonus based on fixed terrain: Ranger, Slayer.
Stay away from monk.
Stay away from rogue.

Druid is a strong choice. With a 15 point buy I might go with something like:
Str 14+2 (5 pt)
Dex 14 (5 pt)
Con 12 (2 pt)
Int 10 (0 pt)
Wis 14 (5 pt)
Cha 8 (-2 pt)The low equipment buy won't be a problem.
I agree. Druid is SAD, needs the least gear, casts divine spells and comes with a powerful pet.
If you don;t like Druids, maybe a Nature oracle or Lunar oracle. In fact, I think the Lunar oracle, with it's semi-were abilities may suit the campaign flavor very well.
You get Darkvision, Natural weapons, a animal companion, good healing, a decent ray atk, and you use CHA for DEX.

In a city campaign I'd be careful of relying on an animal companion. I could see a majority of situations where they wouldn't be able to participate.
I also wouldn't assume that just because other party members had skills, you don't need them. City games are often intrigue based and rely a lot on a social skills, and unlike a dungeon delve you actually frequently split up the party. One con man is good. Two con men is much better.
I personally would be very tempted to go with another bard, you can easily make him quite different than the other player's bard. Urban Ranger would also be a very strong choice and would eventually get some healing.

I'd recommend Cleric, then Oracle. They can do combat well. Maybe best option is 1lv fighter sometime and the rest cleric or oracle. You'd have heavy armor, and cleric spells do a lot to boost your effective party wealth. Greater magic weapon, Magic vestment, ext. All let you have expensive magic gear for a spell slot. Plus they have good spells for people interaction.
You'd focus str>con=wis>cha. Most of your spells don't care about DCs, and a few channels is nice but you don't need a ton.

Thanks for all the advice, I thought a lot of it was really neat.
Things have progressed a little though.
I chose a saudian druid, however things did not go so well.
Other than one casting of summon, the spells were not really needed, the Bard and Ninja can easily cover every skill in the game, the only one they did not have covered was survival. In the combat we have had a few times we had a major lack of front line threat. I had 3 natural attacks thanks to the saurian shaman druid, but with a to hit of 4 I was missing 2/3rds of attacks, and as the only person getting attacked my HP is not cutting it.
The GM and I got together and decided that I should probably switch characters. I just essentially need to cover front line beatstick, with at least the skill survival.
So the remake rules are.
15 point buy.
Must be CN Human
Can pick any occupation from the outlaw group.
Level 3
Have ~ 300G
Needs to be Full BAB
3rd party is ok on approval
I am looking at:
Brawler: shield master or just unarmed
Bloodrager: Untouchable rager
Ranger: Dual Style, Urban Ranger, (possibly spelless)
Fighter and Barbarian are aways options. Thanks to a third party feat I found I could dual wield falcatas for just normal 2wf penalties.
